深入把握思想體(ti)系
“建(jian)(jian)設一個什么樣的(de)世界、如何建(jian)(jian)設這個世界”是人(ren)類(lei)社會(hui)永(yong)恒的(de)命(ming)題。2013年(nian)3月(yue),習近(jin)平主席(xi)在莫斯(si)科(ke)國(guo)(guo)際(ji)(ji)關系(xi)學院提(ti)出人(ren)類(lei)命(ming)運共(gong)同(tong)(tong)體(ti)的(de)理念(nian)(nian)(nian)。2015年(nian)9月(yue),習近(jin)平主席(xi)在第七十(shi)屆聯合(he)國(guo)(guo)大會(hui)的(de)重要講(jiang)話中,強調各國(guo)(guo)攜手構建(jian)(jian)合(he)作(zuo)共(gong)贏(ying)新伙伴,同(tong)(tong)心打造人(ren)類(lei)命(ming)運共(gong)同(tong)(tong)體(ti)。2017年(nian)1月(yue),習近(jin)平主席(xi)在聯合(he)國(guo)(guo)日(ri)內瓦(wa)總部發表重要演講(jiang),倡(chang)導各國(guo)(guo)共(gong)同(tong)(tong)構建(jian)(jian)人(ren)類(lei)命(ming)運共(gong)同(tong)(tong)體(ti),提(ti)出國(guo)(guo)際(ji)(ji)社會(hui)要從伙伴關系(xi)、安(an)全(quan)格(ge)局、經濟發展、文明交流、生態建(jian)(jian)設等方(fang)面(mian)作(zuo)出努(nu)力。此后,習近(jin)平主席(xi)又提(ti)出一系(xi)列重要新理念(nian)(nian)(nian)新倡(chang)議(yi),從不同(tong)(tong)角(jiao)度深化擴展這一理念(nian)(nian)(nian)。構建(jian)(jian)人(ren)類(lei)命(ming)運共(gong)同(tong)(tong)體(ti)作(zuo)為不斷豐富(fu)發展的(de)科(ke)學思想體(ti)系(xi),需(xu)要我們從多(duo)層面(mian)、多(duo)維度深入研究和把握。
從(cong)時(shi)代背景來把握(wo)。習近平(ping)主席指(zhi)出:“人(ren)類生活(huo)在同(tong)(tong)一(yi)個(ge)(ge)地(di)球村里(li),生活(huo)在歷史和現實交匯的(de)同(tong)(tong)一(yi)個(ge)(ge)時(shi)空里(li),越(yue)來越(yue)成(cheng)為你中有(you)(you)我(wo)、我(wo)中有(you)(you)你的(de)命運共同(tong)(tong)體。”當(dang)今世界(jie)正處于(yu)百年未有(you)(you)之大變局,但和平(ping)、發(fa)展、合(he)作、共贏的(de)歷史潮流不可阻擋,世界(jie)各國相(xiang)互依存、人(ren)類命運緊密(mi)相(xiang)連的(de)發(fa)展大勢不可阻擋。同(tong)(tong)時(shi),和平(ping)赤(chi)字(zi)、發(fa)展赤(chi)字(zi)、安(an)全(quan)赤(chi)字(zi)、治理赤(chi)字(zi)加(jia)重,人(ren)類社會面臨更多嚴峻(jun)的(de)共同(tong)(tong)性挑戰。站在何去何從(cong)的(de)十字(zi)路口,構建人(ren)類命運共同(tong)(tong)體理念順應時(shi)代潮流和各國人(ren)民期待,為世界(jie)發(fa)展指(zhi)明了前進(jin)方向。
從總體布局來把握。人類命運共(gong)同體,顧(gu)名(ming)思義,就是每個(ge)民族、每個(ge)國家的(de)(de)前途命運都緊(jin)緊(jin)聯系在(zai)一(yi)(yi)(yi)起(qi),應該風雨同舟、榮(rong)辱與(yu)共(gong),努(nu)力(li)把我們生于斯(si)、長于斯(si)的(de)(de)這(zhe)個(ge)星球(qiu)建(jian)(jian)成一(yi)(yi)(yi)個(ge)和睦的(de)(de)大家庭,把世(shi)界各(ge)國人民對美(mei)(mei)好生活的(de)(de)向往(wang)變成現(xian)實(shi)。這(zhe)一(yi)(yi)(yi)理(li)念以“五(wu)個(ge)世(shi)界”為總體布局,即(ji)堅持(chi)對話協(xie)商,建(jian)(jian)設(she)一(yi)(yi)(yi)個(ge)持(chi)久(jiu)和平的(de)(de)世(shi)界;堅持(chi)共(gong)建(jian)(jian)共(gong)享,建(jian)(jian)設(she)一(yi)(yi)(yi)個(ge)普遍安全的(de)(de)世(shi)界;堅持(chi)合作共(gong)贏,建(jian)(jian)設(she)一(yi)(yi)(yi)個(ge)共(gong)同繁榮(rong)的(de)(de)世(shi)界;堅持(chi)交流互鑒,建(jian)(jian)設(she)一(yi)(yi)(yi)個(ge)開放包容的(de)(de)世(shi)界;堅持(chi)綠色低碳,建(jian)(jian)設(she)一(yi)(yi)(yi)個(ge)清潔美(mei)(mei)麗(li)的(de)(de)世(shi)界。

不斷深化(hua)理論研究
伴(ban)隨構建(jian)人(ren)類命運共同體思(si)想內涵的(de)(de)不(bu)斷豐(feng)富和(he)實踐(jian)的(de)(de)深入(ru)推進,相關研(yan)究主要從理論的(de)(de)演化(hua)發展(zhan)和(he)實踐(jian)的(de)(de)政(zheng)策舉措兩個維度展(zhan)開。
從理論維(wei)度(du)上,相關研(yan)(yan)究從哲學、政(zheng)治學等(deng)(deng)學科領域(yu)出發,主(zhu)要圍(wei)繞人類命運共同體(ti)(ti)及(ji)與(yu)其(qi)緊密關聯的(de)新型(xing)國(guo)際關系、共建“一(yi)帶一(yi)路”、全人類共同價值等(deng)(deng)理念(nian)倡議的(de)內涵外(wai)延、價值意義等(deng)(deng)展開。這些(xie)理念(nian)倡議在習近平外(wai)交思想體(ti)(ti)系中(zhong)的(de)地(di)位(wei),其(qi)理論淵(yuan)源及(ji)相互之間的(de)邏輯關系,與(yu)馬克思主(zhu)義國(guo)際關系理論、與(yu)新中(zhong)國(guo)成(cheng)立以來的(de)外(wai)交優(you)良傳統(tong)(tong)的(de)傳承與(yu)創(chuang)新關系,對過去長期(qi)主(zhu)導(dao)世(shi)界的(de)西方傳統(tong)(tong)國(guo)際關系理論的(de)超(chao)越等(deng)(deng),圍(wei)繞這些(xie)問題(ti)形成(cheng)一(yi)大(da)批研(yan)(yan)究成(cheng)果。
