交通(tong)一體(ti)化(hua),是京(jing)津(jin)冀(ji)協同(tong)發(fa)(fa)展的(de)先行領域(yu)。加快(kuai)構建三地(di)快(kuai)速、便捷、高效(xiao)、安全、大(da)容(rong)量、低成(cheng)本的(de)互聯互通(tong)綜合(he)交通(tong)網(wang)絡,能夠為(wei)京(jing)津(jin)冀(ji)協同(tong)發(fa)(fa)展提供堅實基礎(chu)和保(bao)障條件。京(jing)津(jin)冀(ji)協同(tong)發(fa)(fa)展戰略(lve)提出7年以來(lai),交通(tong)一體(ti)化(hua)建設取得(de)了哪(na)些成(cheng)績,給三地(di)經濟發(fa)(fa)展和百姓出行帶來(lai)哪(na)些利好?未來(lai)還將如何(he)深化(hua)?記者(zhe)進行了采訪。
基礎設施共建
初夏時(shi)節,生機(ji)勃發。京(jing)畿大(da)地上,勤勞(lao)的(de)路(lu)橋(qiao)建(jian)(jian)設者們正加(jia)緊(jin)(jin)(jin)施工。這邊,北京(jing)南(nan)六環外,吊車(che)、旋挖(wa)鉆、挖(wa)掘機(ji)等大(da)型設備緊(jin)(jin)(jin)密協(xie)作,準備架(jia)(jia)設長達5.7公里(li)的(de)高(gao)架(jia)(jia)橋(qiao);那邊,河(he)北白溝(gou)河(he)特大(da)橋(qiao)現場,橋(qiao)面已經(jing)鋪裝完成,施工人員(yuan)正緊(jin)(jin)(jin)張有(you)序進(jin)行伸縮縫(feng)施工。兩地建(jian)(jian)設者協(xie)作共(gong)建(jian)(jian)的(de),是一(yi)條連通(tong)(tong)北京(jing)與雄安新區的(de)交(jiao)通(tong)(tong)大(da)動脈——京(jing)雄高(gao)速公路(lu),通(tong)(tong)車(che)后(hou),北京(jing)到雄安可實現公路(lu)1小(xiao)時(shi)通(tong)(tong)達。
不只是京雄高速(su),過去7年來(lai),一大批(pi)重大交(jiao)通項目相繼(ji)建設完工、投入使用,為京津冀協同發展(zhan)提供了有力(li)支撐。交(jiao)通運(yun)(yun)輸部綜合規劃司有關(guan)負責人告(gao)訴記(ji)者,經過多年發展(zhan),當前(qian)京津冀地區基本形成了以“四(si)縱四(si)橫(heng)一環”運(yun)(yun)輸通道為主骨架的(de)(de)、多節點(dian)網格(ge)狀的(de)(de)區域(yu)交(jiao)通新(xin)格(ge)局,初步構建了現代化高質(zhi)量綜合立體交(jiao)通網。
看鐵(tie)(tie)路(lu)(lu),京(jing)(jing)(jing)津(jin)(jin)城際延長線(xian)、石濟(ji)高(gao)鐵(tie)(tie)、津(jin)(jin)保鐵(tie)(tie)路(lu)(lu)、張唐(tang)鐵(tie)(tie)路(lu)(lu)、唐(tang)曹鐵(tie)(tie)路(lu)(lu)、京(jing)(jing)(jing)張高(gao)鐵(tie)(tie)、京(jing)(jing)(jing)雄城際、京(jing)(jing)(jing)哈高(gao)鐵(tie)(tie)京(jing)(jing)(jing)承段(duan)等建(jian)成(cheng)通車,干(gan)線(xian)鐵(tie)(tie)路(lu)(lu)、城際鐵(tie)(tie)路(lu)(lu)、市域(yu)(郊)鐵(tie)(tie)路(lu)(lu)、城市軌道交(jiao)通融合發展(zhan)水平加(jia)快(kuai)提升,“軌道上的(de)京(jing)(jing)(jing)津(jin)(jin)冀(ji)”初步形成(cheng)。
看公路(lu)(lu)(lu),京(jing)昆、京(jing)臺等(deng)(deng)高速公路(lu)(lu)(lu)建(jian)成通(tong)車,國(guo)家(jia)高速公路(lu)(lu)(lu)待貫通(tong)路(lu)(lu)(lu)段基(ji)本打通(tong),普通(tong)國(guo)省道省際接(jie)口技(ji)術(shu)等(deng)(deng)級對接(jie)加快推進,跨(kua)區(qu)域(yu)國(guo)省干線“瓶頸(jing)路(lu)(lu)(lu)段”大部分已(yi)經消除(chu),環(huan)京(jing)津地區(qu)高等(deng)(deng)級公路(lu)(lu)(lu)基(ji)本實現(xian)全覆蓋。
看民航,北京(jing)大興(xing)國際機(ji)場(chang)正(zheng)式投運(yun),連通(tong)國際航點12個、國內(nei)航點138個,機(ji)場(chang)高速公路、機(ji)場(chang)北線高速公路部分路段建(jian)成通(tong)車;天(tian)津、石家莊機(ji)場(chang)保(bao)障能力不斷提升,機(ji)場(chang)群功能分工(gong)持(chi)續(xu)優化(hua)。
看水(shui)運,天津北方(fang)國(guo)際航運樞紐建(jian)設蹄疾步穩(wen),天津港(gang)高(gao)沙嶺港(gang)區(qu)10萬噸級航道(dao)一(yi)期、唐山(shan)港(gang)京唐港(gang)區(qu)第四港(gang)池25萬噸級航道(dao)等(deng)一(yi)批項目(mu)加快建(jian)設,港(gang)口(kou)資源跨(kua)行政(zheng)區(qu)整(zheng)合以及航道(dao)、錨(mao)地共(gong)享共(gong)用正在有序推進。
北(bei)京(jing)市(shi)發改(gai)委主任談緒祥表示,“交通一體(ti)化(hua)的全面推進,有力支撐(cheng)了(le)北(bei)京(jing)非首(shou)都功能疏解和京(jing)津冀三地產業對接協作(zuo)等重點工作(zuo),加快構建現代(dai)化(hua)首(shou)都都市(shi)圈”。
運輸服務共融
2019年底,京張(zhang)高(gao)鐵崇(chong)(chong)(chong)禮(li)支(zhi)線太子城(cheng)(cheng)站開(kai)通(tong),北京與崇(chong)(chong)(chong)禮(li)實現1小時通(tong)達。“今后去崇(chong)(chong)(chong)禮(li),再也不用在路上顛(dian)簸七八個小時。”北醫(yi)三院(yuan)崇(chong)(chong)(chong)禮(li)院(yuan)區(qu)院(yuan)長(chang)敖英芳(fang)說,高(gao)鐵的(de)開(kai)通(tong),加速(su)了相關合(he)作成果的(de)落地,“2019年北醫(yi)三院(yuan)崇(chong)(chong)(chong)禮(li)院(yuan)區(qu)順利開(kai)張(zhang),既能提升冬奧醫(yi)療保障能力(li),也讓崇(chong)(chong)(chong)禮(li)百姓不出縣城(cheng)(cheng)就能享受(shou)優質醫(yi)療服務(wu)。”
路網更(geng)通(tong)(tong)達(da),服務更(geng)相融。三(san)地有關部(bu)門(men)加(jia)強合(he)作,京津冀地區的運輸服務實現(xian)了(le)協同(tong)共(gong)融發展(zhan):地級以上(shang)城(cheng)市(shi)(shi)實現(xian)市(shi)(shi)區公(gong)交(jiao)軌道交(jiao)通(tong)(tong)一(yi)卡(ka)通(tong)(tong)互聯互通(tong)(tong),覆蓋2753條公(gong)交(jiao)線(xian)路和31條軌道交(jiao)通(tong)(tong)線(xian)路,累計發行互通(tong)(tong)卡(ka)2100萬張;利用(yong)既有鐵路開行市(shi)(shi)域(郊)列車取得進展(zhan),京津城(cheng)際延伸線(xian)實現(xian)公(gong)交(jiao)化運營;北京平谷(gu)至(zhi)河北三(san)河、北京平谷(gu)至(zhi)天(tian)津薊州等(deng)省際客運完成公(gong)交(jiao)化改(gai)造……
早(zao)晨7時30分(fen),一趟滿載(zai)進(jin)口鐵礦石(shi)的火(huo)車專列,自天津港出發(fa),緩緩駛(shi)入(ru)榮(rong)程集團封(feng)閉式料場預定(ding)卸料點。
2019年(nian)8月,榮程集(ji)團(tuan)鐵(tie)(tie)路(lu)(lu)(lu)運(yun)(yun)輸(shu)(shu)專(zhuan)用線復線正式開通。這條鐵(tie)(tie)路(lu)(lu)(lu)線既可直達天(tian)津(jin)港、實現海鐵(tie)(tie)聯(lian)運(yun)(yun),又可連接國鐵(tie)(tie)、參與全國貨物(wu)周(zhou)轉,使企業采購的鐵(tie)(tie)礦石、產出的鋼材得(de)以由公路(lu)(lu)(lu)運(yun)(yun)輸(shu)(shu)轉向鐵(tie)(tie)路(lu)(lu)(lu)運(yun)(yun)輸(shu)(shu)。目(mu)前,榮程集(ji)團(tuan)的大(da)(da)宗原材料鐵(tie)(tie)路(lu)(lu)(lu)運(yun)(yun)輸(shu)(shu)比(bi)例(li)已從2018年(nian)的16%提高到80%,每月能減(jian)少卡車運(yun)(yun)輸(shu)(shu)1.6萬輛次(ci)以上,大(da)(da)幅(fu)降低(di)了交(jiao)通運(yun)(yun)輸(shu)(shu)污染排放(fang),也(ye)為企業帶來(lai)實實在(zai)在(zai)的經(jing)濟效(xiao)益。
“‘公(gong)轉鐵’的快速推進,主要得益(yi)于京津冀協(xie)同發展的戰略謀劃。”榮程集團黨委書記柴樹滿告訴記者,項目建設期間,京津兩(liang)地多個部(bu)門(men)大力支(zhi)持,疏通了不少難點堵點。
發展(zhan)多(duo)式聯運(yun)(yun),推進(jin)“公(gong)轉鐵(tie)(tie)”,既(ji)能優(you)化運(yun)(yun)輸結構、提高(gao)運(yun)(yun)輸效率、降低物流(liu)成(cheng)本,也有助于節能減排、綠色發展(zhan)。近年來,京(jing)津(jin)冀地區先后(hou)實施“東部沿海(hai)—京(jing)津(jin)冀—西北通道(dao)”集(ji)裝箱海(hai)鐵(tie)(tie)公(gong)等多(duo)式聯運(yun)(yun)示(shi)范工程。2020年,天(tian)津(jin)港完(wan)成(cheng)集(ji)裝箱吞吐量(liang)1835萬標箱、增長6.1%,海(hai)鐵(tie)(tie)聯運(yun)(yun)吞吐量(liang)80.5萬標箱、增長41.8%。此外,北京(jing)大(da)興國際(ji)機場也已開通首條貨運(yun)(yun)航線。
值得一提的(de)是,交通運(yun)輸部牽頭(tou)組建(jian)了包(bao)括三地(di)政(zheng)府、鐵路、民航(hang)、郵(you)政(zheng)等部門在內(nei)的(de)京津冀(ji)暨雄安新區交通建(jian)設領(ling)導(dao)小組,從規劃、政(zheng)策、標準、立(li)法、執法等方(fang)面統籌部署推(tui)進京津冀(ji)交通一體化。
持續推進一體化發展
京(jing)津(jin)冀(ji)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)一(yi)體(ti)化,成績令人欣(xin)喜,前(qian)景(jing)更值期(qi)待。前(qian)不久出臺的(de)《國家綜合立體(ti)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)網規(gui)劃綱要》提(ti)出,建(jian)(jian)設(she)(she)“軌(gui)道(dao)上的(de)京(jing)津(jin)冀(ji)”,加快推進京(jing)津(jin)冀(ji)地區(qu)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)一(yi)體(ti)化,建(jian)(jian)設(she)(she)世(shi)界(jie)一(yi)流交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)體(ti)系,高標準、高質量建(jian)(jian)設(she)(she)雄安新(xin)區(qu)綜合交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)運輸(shu)體(ti)系。
“我(wo)們將深入推(tui)進(jin)京(jing)津冀交(jiao)(jiao)通(tong)(tong)(tong)(tong)一(yi)(yi)體(ti)(ti)(ti)化(hua)(hua)發展(zhan)(zhan),加(jia)快(kuai)構建(jian)(jian)(jian)(jian)現代化(hua)(hua)綜(zong)(zong)合交(jiao)(jiao)通(tong)(tong)(tong)(tong)運(yun)(yun)輸體(ti)(ti)(ti)系(xi)。”交(jiao)(jiao)通(tong)(tong)(tong)(tong)運(yun)(yun)輸部綜(zong)(zong)合規劃司有關負責人表示,下一(yi)(yi)步,將聚焦四(si)大領域推(tui)進(jin)工作:一(yi)(yi)是支撐服務(wu)北京(jing)疏解(jie)非首都功能(neng)(neng),扎實推(tui)進(jin)雄安新區(qu)交(jiao)(jiao)通(tong)(tong)(tong)(tong)建(jian)(jian)(jian)(jian)設(she)、北京(jing)城(cheng)(cheng)(cheng)市(shi)副中心(xin)交(jiao)(jiao)通(tong)(tong)(tong)(tong)建(jian)(jian)(jian)(jian)設(she)、冬奧會交(jiao)(jiao)通(tong)(tong)(tong)(tong)保障體(ti)(ti)(ti)系(xi)建(jian)(jian)(jian)(jian)設(she),繼續推(tui)進(jin)實施北京(jing)城(cheng)(cheng)(cheng)市(shi)總體(ti)(ti)(ti)規劃;二是構建(jian)(jian)(jian)(jian)現代化(hua)(hua)高質量綜(zong)(zong)合立(li)體(ti)(ti)(ti)交(jiao)(jiao)通(tong)(tong)(tong)(tong)網,建(jian)(jian)(jian)(jian)設(she)“軌道上的京(jing)津冀”,完善便捷通(tong)(tong)(tong)(tong)暢公路交(jiao)(jiao)通(tong)(tong)(tong)(tong)網,建(jian)(jian)(jian)(jian)設(she)世界(jie)級(ji)機(ji)場(chang)群(qun)和港口群(qun),加(jia)快(kuai)推(tui)進(jin)北京(jing)、天(tian)津等(deng)國際性綜(zong)(zong)合交(jiao)(jiao)通(tong)(tong)(tong)(tong)樞紐城(cheng)(cheng)(cheng)市(shi)建(jian)(jian)(jian)(jian)設(she);三(san)是提升運(yun)(yun)輸服務(wu)品質,積極發展(zhan)(zhan)旅客聯程運(yun)(yun)輸、貨物多式聯運(yun)(yun),深化(hua)(hua)推(tui)進(jin)交(jiao)(jiao)通(tong)(tong)(tong)(tong)一(yi)(yi)卡通(tong)(tong)(tong)(tong)互(hu)聯互(hu)通(tong)(tong)(tong)(tong),優先發展(zhan)(zhan)城(cheng)(cheng)(cheng)市(shi)公共交(jiao)(jiao)通(tong)(tong)(tong)(tong),推(tui)動(dong)交(jiao)(jiao)通(tong)(tong)(tong)(tong)運(yun)(yun)輸綠色智能(neng)(neng)安全發展(zhan)(zhan);四(si)是推(tui)動(dong)體(ti)(ti)(ti)制(zhi)機(ji)制(zhi)改革創新,支持開展(zhan)(zhan)交(jiao)(jiao)通(tong)(tong)(tong)(tong)強(qiang)國建(jian)(jian)(jian)(jian)設(she)試(shi)點,完善一(yi)(yi)體(ti)(ti)(ti)化(hua)(hua)發展(zhan)(zhan)政策,加(jia)強(qiang)法規標準(zhun)統(tong)一(yi)(yi)。
北京市交(jiao)通委員(yuan)會副主任容軍介紹,“十四(si)五”時期(qi),將盡早完成京雄高(gao)(gao)速(su)、G109新(xin)線(xian)高(gao)(gao)速(su)、新(xin)機場(chang)北線(xian)高(gao)(gao)速(su)西延段、東(dong)六環入地(di)改造(zao)、承平高(gao)(gao)速(su)等工(gong)(gong)程,提高(gao)(gao)互聯(lian)互通水平;力(li)爭2022年建(jian)(jian)成京唐及京濱城際(ji)鐵路,加快(kuai)京港臺高(gao)(gao)鐵(豐(feng)雄商段)建(jian)(jian)設;加快(kuai)大興國際(ji)機場(chang)衛(wei)星廳(ting)及配套(tao)工(gong)(gong)程建(jian)(jian)設,完善(shan)集(ji)疏運體系(xi),實現機場(chang)與北京中(zhong)心城區“1小(xiao)(xiao)時通達、一站式(shi)服務”、與周邊(bian)城市2小(xiao)(xiao)時內通達。
“天津(jin)將在港(gang)口領域探(tan)索(suo)組建環渤海(hai)港(gang)口聯盟,推動津(jin)冀港(gang)口企(qi)業整合,優化區(qu)域集裝箱、大宗散貨(huo)等運輸(shu)布局;深化京津(jin)機(ji)場錯位發(fa)展(zhan),將天津(jin)濱海(hai)國際機(ji)場加快建設成為(wei)國際航空物流中心。”天津(jin)市交通運輸(shu)委主任王魁臣告訴記者(zhe)。
河北(bei)省(sheng)交(jiao)通(tong)(tong)(tong)(tong)運輸廳(ting)(ting)廳(ting)(ting)長(chang)王(wang)普清表示(shi),今(jin)年(nian)河北(bei)將持續在暢通(tong)(tong)(tong)(tong)國際流通(tong)(tong)(tong)(tong)關、國內大通(tong)(tong)(tong)(tong)道、區域聯通(tong)(tong)(tong)(tong)網(wang)、城(cheng)鄉(xiang)融(rong)合網(wang)和流通(tong)(tong)(tong)(tong)服務(wu)網(wang)五方面發力,確保完成交(jiao)通(tong)(tong)(tong)(tong)基礎設施(shi)固定資(zi)(zi)產投資(zi)(zi)1080億(yi)元的目標。京津冀(ji)交(jiao)通(tong)(tong)(tong)(tong)一體化將實(shi)現更廣泛的融(rong)合,惠(hui)及(ji)更多偏遠地區的老百姓(xing)。
