  民(min)以食(shi)為天,糧以地為本(ben)。我(wo)(wo)國(guo)人口(kou)眾多(duo),解決好14億多(duo)人的吃飯問題(ti),始終是治國(guo)理政的頭等大事。我(wo)(wo)國(guo)耕(geng)地家底并不(bu)豐厚,2022年(nian)底全國(guo)耕(geng)地總量19.14億畝,僅占(zhan)世界(jie)9%,且質(zhi)量總體不(bu)高,這(zhe)一基本(ben)國(guo)情決定了加強(qiang)耕(geng)地保護對保障糧食(shi)安(an)全這(zhe)一“頭等大事”的極端重要性。

  與此同時(shi),我們清醒地(di)認識到,我國(guo)人均耕(geng)(geng)地(di)少、耕(geng)(geng)地(di)質量總體(ti)不高(gao)、耕(geng)(geng)地(di)后備資(zi)源不足的基本國(guo)情沒(mei)有改變,耕(geng)(geng)地(di)占用與保護的矛盾和(he)壓力依然突出,新時(shi)代新征(zheng)程(cheng)上,耕(geng)(geng)地(di)保護任務沒(mei)有減輕(qing),而是(shi)更(geng)加艱(jian)巨。

  把握重(zhong)大要求,強化關鍵舉措,全面落實最嚴格(ge)的耕地保護制(zhi)度(du)

  中央財經委員會第二(er)次(ci)會議(yi)強(qiang)調,耕地(di)保護是一個系統工程,要(yao)突出把握好量質并重(zhong)、嚴格執法、系統推進(jin)、永續(xu)利用(yong)等重(zhong)大(da)要(yao)求。自然資源部(bu)將(jiang)認真貫徹(che)落實會議(yi)精神,采取更加(jia)堅決(jue)有力措施,堅定不(bu)移強(qiang)化耕地(di)保護,全力推進(jin)最嚴格耕地(di)保護制度落地(di)見效。

  聚焦守牢紅線(xian),落實重點(dian)任(ren)務。一(yi)是堅決穩住(zhu)耕(geng)地(di)總量(liang)。目前(qian),全(quan)國省(sheng)市縣三級(ji)國土空間規劃(hua)已全(quan)部編制(zhi)(zhi)完(wan)成,下(xia)(xia)一(yi)步(bu),將加快推(tui)進(jin)規劃(hua)審核(he)(he)報批,將耕(geng)地(di)和(he)永(yong)久基本農(nong)田保(bao)(bao)(bao)護(hu)(hu)(hu)目標任(ren)務逐級(ji)分(fen)解(jie)并上(shang)(shang)(shang)圖(tu)入(ru)庫,確保(bao)(bao)(bao)可(ke)考(kao)核(he)(he)、可(ke)審計(ji)、可(ke)追責,確保(bao)(bao)(bao)耕(geng)地(di)保(bao)(bao)(bao)有量(liang)和(he)永(yong)久基本農(nong)田保(bao)(bao)(bao)護(hu)(hu)(hu)任(ren)務絕不突(tu)破。二(er)是持續優化耕(geng)地(di)布局。建立耕(geng)地(di)保(bao)(bao)(bao)護(hu)(hu)(hu)責任(ren)目標考(kao)核(he)(he)獎懲機制(zhi)(zhi),推(tui)動糧食(shi)主產區(qu)、主銷區(qu)、產銷平(ping)衡區(qu)飯碗(wan)一(yi)起端、責任(ren)一(yi)起扛,促(cu)使南方(fang)部分(fen)省(sheng)份(fen)有序(xu)恢復一(yi)部分(fen)流失的優質(zhi)耕(geng)地(di),優化耕(geng)地(di)南北(bei)空間格局;穩妥推(tui)進(jin)“山(shan)(shan)上(shang)(shang)(shang)”換“山(shan)(shan)下(xia)(xia)”,將山(shan)(shan)上(shang)(shang)(shang)耕(geng)地(di)逐步(bu)調整到山(shan)(shan)下(xia)(xia),推(tui)動果樹苗木(mu)盡量(liang)上(shang)(shang)(shang)山(shan)(shan)上(shang)(shang)(shang)坡(po),促(cu)進(jin)農(nong)業生(sheng)產空間布局更加符合自然地(di)理(li)格局和(he)農(nong)業生(sheng)產規律。三是嚴格耕(geng)地(di)保(bao)(bao)(bao)護(hu)(hu)(hu)責任(ren)考(kao)核(he)(he)。全(quan)面落實耕(geng)地(di)保(bao)(bao)(bao)護(hu)(hu)(hu)黨政同(tong)責,細化明確考(kao)核(he)(he)規則和(he)方(fang)案,對(dui)于突(tu)破耕(geng)地(di)保(bao)(bao)(bao)護(hu)(hu)(hu)紅線(xian)等重大問題(ti)實行“一(yi)票否決”,嚴肅(su)問責、終(zhong)身追責。

  守牢耕(geng)(geng)(geng)地(di)保(bao)護紅線(xian),確(que)保(bao)耕(geng)(geng)(geng)地(di)總量(liang)(liang)不減少,嚴(yan)控占(zhan)(zhan)(zhan)用(yong)和補(bu)(bu)足補(bu)(bu)優是(shi)關鍵。中央(yang)財經委員會第二次(ci)會議(yi)明確(que),改革完(wan)善耕(geng)(geng)(geng)地(di)占(zhan)(zhan)(zhan)補(bu)(bu)平衡制度(du),將各類對耕(geng)(geng)(geng)地(di)的占(zhan)(zhan)(zhan)用(yong)統一納入占(zhan)(zhan)(zhan)補(bu)(bu)平衡管理,堅(jian)持(chi)“以補(bu)(bu)定占(zhan)(zhan)(zhan)”,目(mu)的就是(shi)嚴(yan)控占(zhan)(zhan)(zhan)用(yong)、嚴(yan)格補(bu)(bu)充、嚴(yan)守總量(liang)(liang),通(tong)過(guo)調整管理方式、壓實各級(ji)責任、強化考核監管,實現省級(ji)行政單位年(nian)度(du)耕(geng)(geng)(geng)地(di)總量(liang)(liang)動態平衡,確(que)保(bao)到(dao)2035年(nian)全國耕(geng)(geng)(geng)地(di)總量(liang)(liang)不低于18.65億畝。

  改革占(zhan)(zhan)(zhan)補(bu)(bu)(bu)平(ping)衡(heng)管理方(fang)式。按照改革部署,調整完善(shan)占(zhan)(zhan)(zhan)用(yong)耕(geng)(geng)(geng)(geng)(geng)地(di)(di)補(bu)(bu)(bu)償制(zhi)度(du),將以(yi)往(wang)非農(nong)建設(she)占(zhan)(zhan)(zhan)用(yong)耕(geng)(geng)(geng)(geng)(geng)地(di)(di)落實占(zhan)(zhan)(zhan)補(bu)(bu)(bu)平(ping)衡(heng)擴展到(dao)各類占(zhan)(zhan)(zhan)用(yong)耕(geng)(geng)(geng)(geng)(geng)地(di)(di)均要(yao)落實占(zhan)(zhan)(zhan)補(bu)(bu)(bu)平(ping)衡(heng),由“小(xiao)占(zhan)(zhan)(zhan)補(bu)(bu)(bu)”變為(wei)“大占(zhan)(zhan)(zhan)補(bu)(bu)(bu)”;統籌(chou)鹽堿地(di)(di)等未利用(yong)地(di)(di)、其他農(nong)用(yong)地(di)(di)、低(di)效(xiao)閑置(zhi)建設(she)用(yong)地(di)(di)等各類非耕(geng)(geng)(geng)(geng)(geng)地(di)(di)作(zuo)為(wei)補(bu)(bu)(bu)充耕(geng)(geng)(geng)(geng)(geng)地(di)(di)來(lai)源(yuan),新增加的(de)可以(yi)長期穩(wen)定(ding)(ding)利用(yong)的(de)耕(geng)(geng)(geng)(geng)(geng)地(di)(di),用(yong)于(yu)落實補(bu)(bu)(bu)充耕(geng)(geng)(geng)(geng)(geng)地(di)(di)任務。堅持“以(yi)補(bu)(bu)(bu)定(ding)(ding)占(zhan)(zhan)(zhan)”,在實現耕(geng)(geng)(geng)(geng)(geng)地(di)(di)總(zong)量動態(tai)平(ping)衡(heng)的(de)前提下,以(yi)省域(yu)內穩(wen)定(ding)(ding)利用(yong)耕(geng)(geng)(geng)(geng)(geng)地(di)(di)凈(jing)增加量作(zuo)為(wei)下年度(du)補(bu)(bu)(bu)充耕(geng)(geng)(geng)(geng)(geng)地(di)(di)指(zhi)標(biao)和允許占(zhan)(zhan)(zhan)用(yong)耕(geng)(geng)(geng)(geng)(geng)地(di)(di)規模(mo)的(de)上限。

  調整占補平(ping)(ping)衡落(luo)實(shi)機(ji)制。按照“國家管(guan)總量、省級負總責(ze)、市(shi)縣(xian)抓落(luo)實(shi)”的(de)(de)要(yao)求(qiu),建立分級負責(ze)、職責(ze)明確、監管(guan)有力(li)的(de)(de)占補平(ping)(ping)衡責(ze)任落(luo)實(shi)機(ji)制。嚴(yan)格(ge)控制跨省域補充耕(geng)地(di)規模,從嚴(yan)規范(fan)(fan)省域內補充耕(geng)地(di)指(zhi)標(biao)調劑管(guan)理(li),將(jiang)補充耕(geng)地(di)指(zhi)標(biao)調劑統一納(na)入省級管(guan)理(li)平(ping)(ping)臺,堅決糾正和(he)防范(fan)(fan)利益驅(qu)動下單純追求(qiu)補充耕(geng)地(di)指(zhi)標(biao)、不顧(gu)立地(di)條(tiao)件強行(xing)補充的(de)(de)行(xing)為(wei)。

  加強補(bu)充(chong)耕(geng)(geng)地(di)補(bu)償(chang)激勵。各類占用(yong)耕(geng)(geng)地(di)的(de)實(shi)施(shi)主(zhu)體應當(dang)按規定落實(shi)補(bu)充(chong)耕(geng)(geng)地(di)責任(ren)。在實(shi)踐中,將補(bu)充(chong)耕(geng)(geng)地(di)費用(yong)主(zhu)要用(yong)于耕(geng)(geng)地(di)保護(hu)與(yu)質(zhi)量建設,調(diao)動相關(guan)主(zhu)體保護(hu)耕(geng)(geng)地(di)的(de)積極性。

  健全補充(chong)(chong)耕(geng)地質量(liang)驗收制度。配合農(nong)業(ye)農(nong)村部門加(jia)強補充(chong)(chong)耕(geng)地質量(liang)管理(li),完(wan)善補充(chong)(chong)耕(geng)地質量(liang)驗收辦法,嚴格質量(liang)審(shen)核把關。加(jia)強補充(chong)(chong)耕(geng)地配套基礎設(she)(she)施建設(she)(she)和后續培肥管護(hu),持續熟化土壤(rang)、提升(sheng)耕(geng)地質量(liang)、穩定耕(geng)地利用,防(fang)止退(tui)化撂荒。
