中共中央國務院關于建立健全城鄉融合發展體制機制和政策體系的意見

  建立(li)健全(quan)城(cheng)(cheng)鄉(xiang)(xiang)融(rong)合發(fa)展體制機制和(he)政策體系(xi),是黨的(de)(de)(de)十(shi)九大(da)(da)作出(chu)的(de)(de)(de)重大(da)(da)決策部署。改(gai)革開(kai)放特(te)別(bie)是黨的(de)(de)(de)十(shi)八大(da)(da)以(yi)來,我國(guo)在統籌(chou)城(cheng)(cheng)鄉(xiang)(xiang)發(fa)展、推進(jin)(jin)新(xin)型城(cheng)(cheng)鎮化方(fang)面取(qu)得了顯著進(jin)(jin)展,但城(cheng)(cheng)鄉(xiang)(xiang)要素流動不(bu)順(shun)暢、公(gong)共資源配置不(bu)合理等問題依(yi)然突(tu)出(chu),影(ying)響城(cheng)(cheng)鄉(xiang)(xiang)融(rong)合發(fa)展的(de)(de)(de)體制機制障礙尚未(wei)根本消(xiao)除(chu)。為重塑新(xin)型城(cheng)(cheng)鄉(xiang)(xiang)關系(xi),走城(cheng)(cheng)鄉(xiang)(xiang)融(rong)合發(fa)展之(zhi)路,促進(jin)(jin)鄉(xiang)(xiang)村振興和(he)農(nong)業農(nong)村現(xian)代化,現(xian)提(ti)出(chu)以(yi)下意見。

  一、總體要求

  (一)指(zhi)導思(si)(si)想。以(yi)習(xi)近平新(xin)時代中國特色(se)社會主義思(si)(si)想為(wei)指(zhi)導,全(quan)(quan)面貫(guan)徹黨的十九(jiu)大和(he)十九(jiu)屆二中、三中全(quan)(quan)會精(jing)神(shen),緊緊圍繞統籌推(tui)進(jin)“五位(wei)一體(ti)”總體(ti)布局(ju)和(he)協調(diao)推(tui)進(jin)“四個全(quan)(quan)面”戰(zhan)略布局(ju),堅(jian)持和(he)加(jia)強黨的全(quan)(quan)面領導,堅(jian)持以(yi)人(ren)民為(wei)中心(xin)的發(fa)展思(si)(si)想,堅(jian)持穩(wen)中求進(jin)工(gong)作總基調(diao),堅(jian)持新(xin)發(fa)展理念,堅(jian)持推(tui)進(jin)高質量(liang)發(fa)展,堅(jian)持農(nong)業農(nong)村優先發(fa)展,以(yi)協調(diao)推(tui)進(jin)鄉(xiang)(xiang)村振興戰(zhan)略和(he)新(xin)型(xing)城鎮化(hua)戰(zhan)略為(wei)抓手,以(yi)縮小城鄉(xiang)(xiang)發(fa)展差距(ju)和(he)居民生(sheng)活水平差距(ju)為(wei)目標,以(yi)完善產權(quan)制(zhi)度(du)和(he)要素(su)市(shi)場化(hua)配(pei)置(zhi)為(wei)重點,堅(jian)決破除(chu)體(ti)制(zhi)機制(zhi)弊(bi)端,促進(jin)城鄉(xiang)(xiang)要素(su)自由流動、平等交(jiao)換和(he)公共(gong)(gong)資源(yuan)合理配(pei)置(zhi),加(jia)快(kuai)形(xing)成工(gong)農(nong)互(hu)促、城鄉(xiang)(xiang)互(hu)補、全(quan)(quan)面融合、共(gong)(gong)同繁榮的新(xin)型(xing)工(gong)農(nong)城鄉(xiang)(xiang)關系,加(jia)快(kuai)推(tui)進(jin)農(nong)業農(nong)村現代化(hua)。

  (二)基本原則

  ——堅持遵循規(gui)律、把(ba)握(wo)方(fang)向(xiang)。順應城鎮化大趨勢(shi),牢(lao)牢(lao)把(ba)握(wo)城鄉融合(he)發(fa)展正確方(fang)向(xiang),樹立城鄉一盤棋(qi)理念(nian),突出以工促農、以城帶鄉,構(gou)建促進城鄉規(gui)劃布局(ju)、要素配置、產業(ye)發(fa)展、基礎設施、公共(gong)服(fu)務、生態保護等相(xiang)互融合(he)和協同(tong)發(fa)展的體(ti)制機制。

  ——堅持(chi)整體(ti)(ti)謀劃、重點突破(po)。圍(wei)繞(rao)鄉村全面振興和社會(hui)主義現代化國家(jia)建設(she)目(mu)標,強化統籌(chou)謀劃和頂層設(she)計,增強改革的(de)系統性(xing)、整體(ti)(ti)性(xing)、協同性(xing),著力破(po)除戶籍、土地、資本、公共服務等方(fang)(fang)面的(de)體(ti)(ti)制(zhi)機制(zhi)弊端,為城鄉融合發(fa)展提(ti)供全方(fang)(fang)位制(zhi)度(du)供給。

  ——堅(jian)持(chi)因地制宜(yi)、循序(xu)漸進。充分(fen)考慮不(bu)同(tong)地區城鄉融合發(fa)展階段和鄉村差異(yi)性(xing),穩(wen)妥把握改革(ge)時序(xu)、節奏和步驟,尊重基層(ceng)首創(chuang)精(jing)神,充分(fen)發(fa)揮地方積(ji)極性(xing),分(fen)類施(shi)策(ce)、梯次(ci)推進,試點先行、久久為功,形成符合實(shi)際、各具特(te)色的改革(ge)路(lu)徑和城鄉融合發(fa)展模(mo)式。

  ——堅持(chi)守住(zhu)底線(xian)(xian)、防范風險。正確(que)處理改(gai)(gai)革發展穩定關系,在推進(jin)體制(zhi)機制(zhi)破(po)舊立新過程(cheng)中,守住(zhu)土地所有(you)(you)制(zhi)性質不(bu)改(gai)(gai)變、耕地紅線(xian)(xian)不(bu)突破(po)、農民(min)利益不(bu)受(shou)損底線(xian)(xian),守住(zhu)生(sheng)態保護紅線(xian)(xian),守住(zhu)鄉村文化根脈,高度重視和有(you)(you)效防范各(ge)類政治(zhi)經(jing)濟社會(hui)風險。

  ——堅持農(nong)民(min)主體、共享(xiang)發(fa)展。發(fa)揮農(nong)民(min)在(zai)鄉村振興中的主體作(zuo)用,充分尊重農(nong)民(min)意(yi)愿,切實保(bao)護(hu)農(nong)民(min)權益,調動(dong)億萬(wan)農(nong)民(min)積極性、主動(dong)性、創造性,推動(dong)農(nong)業全面升級(ji)、農(nong)村全面進步、農(nong)民(min)全面發(fa)展,不斷提升農(nong)民(min)獲得(de)感(gan)、幸(xing)福感(gan)、安全感(gan)。

  (三)主要目標

  ——到2022年,城(cheng)鄉(xiang)(xiang)(xiang)融(rong)(rong)合發展體(ti)制機制初步建(jian)立。城(cheng)鄉(xiang)(xiang)(xiang)要素自由(you)流(liu)動(dong)制度性通道基(ji)(ji)本(ben)打通,城(cheng)市落(luo)戶限(xian)制逐步消除,城(cheng)鄉(xiang)(xiang)(xiang)統一建(jian)設用地市場基(ji)(ji)本(ben)建(jian)成,金融(rong)(rong)服(fu)務(wu)(wu)鄉(xiang)(xiang)(xiang)村(cun)振(zhen)興(xing)的(de)能力明顯提升,農村(cun)產權保護(hu)交易制度框(kuang)架基(ji)(ji)本(ben)形(xing)成,基(ji)(ji)本(ben)公共服(fu)務(wu)(wu)均等化水平(ping)穩步提高,鄉(xiang)(xiang)(xiang)村(cun)治(zhi)理(li)體(ti)系(xi)不斷(duan)健全,經濟發達地區、都(dou)市圈和(he)城(cheng)市郊區在(zai)體(ti)制機制改(gai)革上率(lv)先(xian)取得突(tu)破。

  ——到(dao)2035年,城(cheng)(cheng)(cheng)鄉融合發展體制機制更(geng)加(jia)完善。城(cheng)(cheng)(cheng)鎮(zhen)化進入成(cheng)熟(shu)期,城(cheng)(cheng)(cheng)鄉發展差(cha)距(ju)和居民生活水平差(cha)距(ju)顯著縮小。城(cheng)(cheng)(cheng)鄉有序流動的人口遷徙(xi)制度基本建(jian)立,城(cheng)(cheng)(cheng)鄉統(tong)一建(jian)設(she)用(yong)地市(shi)場全(quan)面(mian)形(xing)成(cheng),城(cheng)(cheng)(cheng)鄉普惠金融服務體系(xi)全(quan)面(mian)建(jian)成(cheng),基本公共服務均(jun)等化基本實(shi)現,鄉村治理體系(xi)更(geng)加(jia)完善,農業農村現代化基本實(shi)現。

  ——到本世紀中葉,城(cheng)鄉(xiang)(xiang)融(rong)合發(fa)展體制(zhi)機制(zhi)成熟定(ding)型。城(cheng)鄉(xiang)(xiang)全面(mian)融(rong)合,鄉(xiang)(xiang)村全面(mian)振興,全體人民(min)共同富(fu)裕基本實現。

  二、建(jian)立健(jian)全有利于城鄉(xiang)要素合(he)理配置的(de)體制(zhi)機(ji)制(zhi)

  堅決(jue)破除(chu)妨礙城鄉(xiang)要(yao)素自由(you)流動(dong)和平等交換的(de)體制機制壁壘,促進各類(lei)要(yao)素更多向鄉(xiang)村(cun)流動(dong),在鄉(xiang)村(cun)形成人才、土(tu)地、資金、產業、信(xin)息匯(hui)聚的(de)良性循環,為鄉(xiang)村(cun)振興注入新動(dong)能。

  (四)健全(quan)農業轉(zhuan)(zhuan)(zhuan)(zhuan)移(yi)人(ren)(ren)(ren)(ren)口(kou)(kou)市民(min)(min)化機制(zhi)。有力(li)(li)有序有效深化戶(hu)籍(ji)制(zhi)度改革(ge),放(fang)開放(fang)寬除個別(bie)(bie)超大城(cheng)(cheng)(cheng)市外(wai)的(de)(de)(de)城(cheng)(cheng)(cheng)市落(luo)戶(hu)限制(zhi)。加快實現城(cheng)(cheng)(cheng)鎮基本公共服(fu)務常住人(ren)(ren)(ren)(ren)口(kou)(kou)全(quan)覆蓋。以城(cheng)(cheng)(cheng)市群為(wei)主體形態(tai)促進(jin)大中小城(cheng)(cheng)(cheng)市和(he)小城(cheng)(cheng)(cheng)鎮協調發展,增強中小城(cheng)(cheng)(cheng)市人(ren)(ren)(ren)(ren)口(kou)(kou)承載(zai)力(li)(li)和(he)吸引力(li)(li)。建立(li)健全(quan)由(you)政(zheng)府、企業、個人(ren)(ren)(ren)(ren)共同參與的(de)(de)(de)農業轉(zhuan)(zhuan)(zhuan)(zhuan)移(yi)人(ren)(ren)(ren)(ren)口(kou)(kou)市民(min)(min)化成本分擔機制(zhi),全(quan)面落(luo)實支(zhi)持農業轉(zhuan)(zhuan)(zhuan)(zhuan)移(yi)人(ren)(ren)(ren)(ren)口(kou)(kou)市民(min)(min)化的(de)(de)(de)財(cai)政(zheng)政(zheng)策(ce)(ce)、城(cheng)(cheng)(cheng)鎮建設用地(di)增加規模(mo)與吸納農業轉(zhuan)(zhuan)(zhuan)(zhuan)移(yi)人(ren)(ren)(ren)(ren)口(kou)(kou)落(luo)戶(hu)數量掛鉤政(zheng)策(ce)(ce),以及中央(yang)預算內投資安(an)排向吸納農業轉(zhuan)(zhuan)(zhuan)(zhuan)移(yi)人(ren)(ren)(ren)(ren)口(kou)(kou)落(luo)戶(hu)數量較(jiao)多的(de)(de)(de)城(cheng)(cheng)(cheng)鎮傾斜政(zheng)策(ce)(ce)。維護(hu)進(jin)城(cheng)(cheng)(cheng)落(luo)戶(hu)農民(min)(min)土地(di)承包權、宅基地(di)使用權、集體收益(yi)分配(pei)權,支(zhi)持引導(dao)其依(yi)法(fa)自愿(yuan)有償轉(zhuan)(zhuan)(zhuan)(zhuan)讓上述權益(yi)。提升城(cheng)(cheng)(cheng)市包容(rong)性(xing),推動農民(min)(min)工特別(bie)(bie)是新(xin)生代農民(min)(min)工融(rong)入城(cheng)(cheng)(cheng)市。

  (五)建立城市(shi)人(ren)(ren)才入(ru)(ru)鄉(xiang)激勵(li)機(ji)制。制定財政(zheng)、金融、社會保障等(deng)激勵(li)政(zheng)策(ce),吸引(yin)各類人(ren)(ren)才返鄉(xiang)入(ru)(ru)鄉(xiang)創業(ye)。鼓勵(li)原籍普通(tong)高校(xiao)和(he)職(zhi)業(ye)院校(xiao)畢業(ye)生(sheng)、外出農民工(gong)及經(jing)商人(ren)(ren)員(yuan)回鄉(xiang)創業(ye)興業(ye)。推(tui)(tui)進大學生(sheng)村(cun)官與選調(diao)生(sheng)工(gong)作(zuo)(zuo)銜接,鼓勵(li)引(yin)導高校(xiao)畢業(ye)生(sheng)到(dao)村(cun)任職(zhi)、扎根(gen)基層、發揮作(zuo)(zuo)用。建立選派第(di)一書記工(gong)作(zuo)(zuo)長效機(ji)制。建立城鄉(xiang)人(ren)(ren)才合作(zuo)(zuo)交流機(ji)制,探(tan)索(suo)(suo)通(tong)過崗(gang)(gang)編(bian)適度分離等(deng)多種(zhong)方式,推(tui)(tui)進城市(shi)教科文(wen)衛體等(deng)工(gong)作(zuo)(zuo)人(ren)(ren)員(yuan)定期服(fu)務鄉(xiang)村(cun)。推(tui)(tui)動(dong)職(zhi)稱評定、工(gong)資待遇等(deng)向鄉(xiang)村(cun)教師、醫生(sheng)傾(qing)斜(xie),優化鄉(xiang)村(cun)教師、醫生(sheng)中(zhong)高級崗(gang)(gang)位結構比例。引(yin)導規劃、建筑、園林等(deng)設計人(ren)(ren)員(yuan)入(ru)(ru)鄉(xiang)。允許(xu)農村(cun)集體經(jing)濟組織探(tan)索(suo)(suo)人(ren)(ren)才加入(ru)(ru)機(ji)制,吸引(yin)人(ren)(ren)才、留住(zhu)人(ren)(ren)才。

  (六(liu))改革完善農(nong)村承包(bao)地(di)(di)制(zhi)度。保持農(nong)村土地(di)(di)承包(bao)關系穩(wen)定(ding)并(bing)(bing)長久(jiu)不變,落實第(di)二輪土地(di)(di)承包(bao)到期后再延長30年政策。加快完成農(nong)村承包(bao)地(di)(di)確權(quan)(quan)登記頒證(zheng)。完善農(nong)村承包(bao)地(di)(di)“三權(quan)(quan)分置”制(zhi)度,在(zai)依法(fa)保護(hu)集體所有權(quan)(quan)和農(nong)戶承包(bao)權(quan)(quan)前(qian)提下,平等保護(hu)并(bing)(bing)進一步放活(huo)土地(di)(di)經(jing)營(ying)權(quan)(quan)。健全(quan)土地(di)(di)流轉規(gui)范管理制(zhi)度,強(qiang)化規(gui)模經(jing)營(ying)管理服務,允許土地(di)(di)經(jing)營(ying)權(quan)(quan)入股從事(shi)農(nong)業(ye)產業(ye)化經(jing)營(ying)。

  (七)穩慎改(gai)革農(nong)村(cun)宅(zhai)(zhai)(zhai)基(ji)地(di)制度。加(jia)快完(wan)成房地(di)一(yi)體(ti)的宅(zhai)(zhai)(zhai)基(ji)地(di)使用(yong)(yong)(yong)權(quan)確權(quan)登記(ji)頒證。探索宅(zhai)(zhai)(zhai)基(ji)地(di)所(suo)有(you)權(quan)、資格權(quan)、使用(yong)(yong)(yong)權(quan)“三權(quan)分置”,落實(shi)宅(zhai)(zhai)(zhai)基(ji)地(di)集(ji)體(ti)所(suo)有(you)權(quan),保障宅(zhai)(zhai)(zhai)基(ji)地(di)農(nong)戶資格權(quan)和農(nong)民(min)房屋財產權(quan),適(shi)度放活宅(zhai)(zhai)(zhai)基(ji)地(di)和農(nong)民(min)房屋使用(yong)(yong)(yong)權(quan)。鼓勵農(nong)村(cun)集(ji)體(ti)經濟(ji)組織及(ji)其(qi)成員盤活利用(yong)(yong)(yong)閑置宅(zhai)(zhai)(zhai)基(ji)地(di)和閑置房屋。在符合規劃、用(yong)(yong)(yong)途管制和尊重農(nong)民(min)意愿前(qian)提下,允(yun)許縣(xian)級政府優化村(cun)莊用(yong)(yong)(yong)地(di)布局,有(you)效利用(yong)(yong)(yong)鄉(xiang)村(cun)零星(xing)分散存量建(jian)設用(yong)(yong)(yong)地(di)。推動(dong)各地(di)制定(ding)省(sheng)內統一(yi)的宅(zhai)(zhai)(zhai)基(ji)地(di)面積(ji)標準,探索對增(zeng)量宅(zhai)(zhai)(zhai)基(ji)地(di)實(shi)行集(ji)約(yue)有(you)獎、對存量宅(zhai)(zhai)(zhai)基(ji)地(di)實(shi)行退出有(you)償。

  (八)建(jian)(jian)(jian)立集(ji)體(ti)(ti)經(jing)營(ying)性(xing)(xing)建(jian)(jian)(jian)設用(yong)(yong)地(di)(di)(di)(di)(di)入(ru)(ru)市制度。加快完成農村(cun)(cun)集(ji)體(ti)(ti)建(jian)(jian)(jian)設用(yong)(yong)地(di)(di)(di)(di)(di)使用(yong)(yong)權確權登記頒證(zheng)。按照(zhao)國家(jia)統一(yi)部署,在符合國土(tu)空(kong)間規劃、用(yong)(yong)途管制和依法取得前(qian)(qian)提下(xia),允(yun)許農村(cun)(cun)集(ji)體(ti)(ti)經(jing)營(ying)性(xing)(xing)建(jian)(jian)(jian)設用(yong)(yong)地(di)(di)(di)(di)(di)入(ru)(ru)市,允(yun)許就地(di)(di)(di)(di)(di)入(ru)(ru)市或(huo)異地(di)(di)(di)(di)(di)調整入(ru)(ru)市;允(yun)許村(cun)(cun)集(ji)體(ti)(ti)在農民(min)自(zi)愿前(qian)(qian)提下(xia),依法把有(you)償(chang)收回(hui)的閑置宅基(ji)地(di)(di)(di)(di)(di)、廢棄(qi)的集(ji)體(ti)(ti)公益性(xing)(xing)建(jian)(jian)(jian)設用(yong)(yong)地(di)(di)(di)(di)(di)轉變(bian)為集(ji)體(ti)(ti)經(jing)營(ying)性(xing)(xing)建(jian)(jian)(jian)設用(yong)(yong)地(di)(di)(di)(di)(di)入(ru)(ru)市;推(tui)動城(cheng)中(zhong)村(cun)(cun)、城(cheng)邊村(cun)(cun)、村(cun)(cun)級工業(ye)園(yuan)等可連片開(kai)發區域土(tu)地(di)(di)(di)(di)(di)依法合規整治(zhi)入(ru)(ru)市;推(tui)進(jin)集(ji)體(ti)(ti)經(jing)營(ying)性(xing)(xing)建(jian)(jian)(jian)設用(yong)(yong)地(di)(di)(di)(di)(di)使用(yong)(yong)權和地(di)(di)(di)(di)(di)上建(jian)(jian)(jian)筑物所(suo)有(you)權房地(di)(di)(di)(di)(di)一(yi)體(ti)(ti)、分割轉讓。完善農村(cun)(cun)土(tu)地(di)(di)(di)(di)(di)征收制度,縮小征地(di)(di)(di)(di)(di)范(fan)圍(wei),規范(fan)征地(di)(di)(di)(di)(di)程序,維護(hu)被征地(di)(di)(di)(di)(di)農民(min)和農民(min)集(ji)體(ti)(ti)權益。

  (九)健全財政(zheng)(zheng)投入(ru)(ru)保障機(ji)制。鼓勵各級財政(zheng)(zheng)支持城鄉(xiang)融(rong)合(he)發展及相關平臺和載體建設,發揮財政(zheng)(zheng)資(zi)(zi)金(jin)四(si)兩(liang)撥千(qian)斤作用,撬動更(geng)多(duo)社會資(zi)(zi)金(jin)投入(ru)(ru)。建立涉農(nong)資(zi)(zi)金(jin)統籌整(zheng)合(he)長效機(ji)制,提高資(zi)(zi)金(jin)配(pei)置效率(lv)。調整(zheng)土地(di)出讓收入(ru)(ru)使用范圍,提高農(nong)業農(nong)村投入(ru)(ru)比例。支持地(di)方政(zheng)(zheng)府(fu)在債務風(feng)險可控(kong)前(qian)提下(xia)發行(xing)政(zheng)(zheng)府(fu)債券(quan),用于城鄉(xiang)融(rong)合(he)公益性項目。

  (十(shi))完善鄉村金融(rong)服務(wu)體系。加強鄉村信用環(huan)境(jing)建(jian)設,推動(dong)農村信用社和農商行回歸本(ben)源,改(gai)革村鎮銀行培(pei)育發(fa)展模(mo)式,創新中(zhong)小銀行和地方銀行金融(rong)產品提(ti)供機制,加大開(kai)發(fa)性(xing)和政策(ce)性(xing)金融(rong)支(zhi)(zhi)持力度(du)。依法合(he)規開(kai)展農村集體經(jing)(jing)營性(xing)建(jian)設用地使用權(quan)(quan)、農民房屋財(cai)產權(quan)(quan)、集體林權(quan)(quan)抵押(ya)融(rong)資(zi)(zi),以(yi)及承包(bao)地經(jing)(jing)營權(quan)(quan)、集體資(zi)(zi)產股權(quan)(quan)等擔(dan)保融(rong)資(zi)(zi)。實現已入市(shi)(shi)集體土(tu)地與國有(you)(you)土(tu)地在資(zi)(zi)本(ben)市(shi)(shi)場同地同權(quan)(quan)。建(jian)立健全農業信貸擔(dan)保體系,鼓勵有(you)(you)條件有(you)(you)需求(qiu)的地區(qu)按市(shi)(shi)場化(hua)(hua)方式設立擔(dan)保機構。加快完善農業保險制度(du),推動(dong)政策(ce)性(xing)保險擴面、增品、提(ti)標,降低農戶(hu)生產經(jing)(jing)營風險。支(zhi)(zhi)持通過市(shi)(shi)場化(hua)(hua)方式設立城鄉融(rong)合(he)發(fa)展基金,引導社會資(zi)(zi)本(ben)培(pei)育一(yi)批國家城鄉融(rong)合(he)典型(xing)項目。完善農村金融(rong)風險防范處置(zhi)機制。

  (十一)建(jian)(jian)立工商(shang)(shang)(shang)資本入(ru)鄉(xiang)促進機制。深化(hua)(hua)“放管服(fu)”改革(ge),強(qiang)化(hua)(hua)法(fa)律規(gui)(gui)劃政(zheng)策指(zhi)導和誠信建(jian)(jian)設(she),打造法(fa)治化(hua)(hua)便利化(hua)(hua)基(ji)層營商(shang)(shang)(shang)環境,穩定(ding)市場主(zhu)體預期(qi),引導工商(shang)(shang)(shang)資本為城(cheng)(cheng)(cheng)鄉(xiang)融合(he)發(fa)展(zhan)提供資金、產業、技術等支持。完善融資貸(dai)款和配套(tao)設(she)施建(jian)(jian)設(she)補助等政(zheng)策,鼓(gu)勵(li)工商(shang)(shang)(shang)資本投資適合(he)產業化(hua)(hua)規(gui)(gui)模化(hua)(hua)集(ji)約化(hua)(hua)經(jing)營的農(nong)(nong)業領域(yu)。通(tong)過政(zheng)府購買服(fu)務(wu)等方(fang)式(shi),支持社會力量進入(ru)鄉(xiang)村生活(huo)性服(fu)務(wu)業。支持城(cheng)(cheng)(cheng)市搭(da)建(jian)(jian)城(cheng)(cheng)(cheng)中村改造合(he)作(zuo)平臺(tai),探索(suo)在政(zheng)府引導下工商(shang)(shang)(shang)資本與(yu)村集(ji)體合(he)作(zuo)共(gong)贏模式(shi),發(fa)展(zhan)壯大村級集(ji)體經(jing)濟。建(jian)(jian)立工商(shang)(shang)(shang)資本租賃(lin)農(nong)(nong)地(di)監管和風險防范機制,嚴守耕(geng)地(di)保(bao)護紅線,確保(bao)農(nong)(nong)地(di)農(nong)(nong)用,防止(zhi)農(nong)(nong)村集(ji)體產權和農(nong)(nong)民合(he)法(fa)利益受到侵害。

  (十二)建(jian)立(li)科(ke)技(ji)(ji)(ji)成(cheng)(cheng)果(guo)入鄉(xiang)轉(zhuan)化機(ji)制(zhi)。健(jian)全涉農(nong)(nong)(nong)技(ji)(ji)(ji)術(shu)創新市(shi)場導向(xiang)機(ji)制(zhi)和產學研(yan)(yan)用合作機(ji)制(zhi),鼓勵創建(jian)技(ji)(ji)(ji)術(shu)轉(zhuan)移機(ji)構和技(ji)(ji)(ji)術(shu)服務(wu)網絡,建(jian)立(li)科(ke)研(yan)(yan)人(ren)員(yuan)到鄉(xiang)村(cun)兼(jian)職(zhi)和離(li)崗創業制(zhi)度,探索(suo)其(qi)在涉農(nong)(nong)(nong)企(qi)業技(ji)(ji)(ji)術(shu)入股、兼(jian)職(zhi)兼(jian)薪機(ji)制(zhi)。建(jian)立(li)健(jian)全農(nong)(nong)(nong)業科(ke)研(yan)(yan)成(cheng)(cheng)果(guo)產權制(zhi)度,賦予科(ke)研(yan)(yan)人(ren)員(yuan)科(ke)技(ji)(ji)(ji)成(cheng)(cheng)果(guo)所有權。發(fa)揮政府引(yin)導推(tui)動作用,建(jian)立(li)有利于涉農(nong)(nong)(nong)科(ke)研(yan)(yan)成(cheng)(cheng)果(guo)轉(zhuan)化推(tui)廣(guang)的激勵機(ji)制(zhi)與利益(yi)分(fen)享(xiang)機(ji)制(zhi)。探索(suo)公(gong)益(yi)性(xing)和經營性(xing)農(nong)(nong)(nong)技(ji)(ji)(ji)推(tui)廣(guang)融合發(fa)展機(ji)制(zhi),允許(xu)農(nong)(nong)(nong)技(ji)(ji)(ji)人(ren)員(yuan)通過提(ti)供增值服務(wu)合理取(qu)酬。

  三、建立健全有(you)利于城鄉基本公共服務普惠共享的體制機制

  推動(dong)公(gong)共服(fu)務向農(nong)(nong)村(cun)延伸、社(she)會事業向農(nong)(nong)村(cun)覆蓋,健全全民覆蓋、普惠共享、城(cheng)鄉(xiang)一(yi)體的(de)基本公(gong)共服(fu)務體系,推進城(cheng)鄉(xiang)基本公(gong)共服(fu)務標準統一(yi)、制度并軌(gui)。

  (十三)建(jian)立城鄉(xiang)(xiang)(xiang)教(jiao)(jiao)(jiao)(jiao)育(yu)資源(yuan)(yuan)均衡(heng)(heng)配置機制。優先發(fa)(fa)展農村(cun)(cun)教(jiao)(jiao)(jiao)(jiao)育(yu)事業,建(jian)立以城帶(dai)鄉(xiang)(xiang)(xiang)、整體推(tui)進、城鄉(xiang)(xiang)(xiang)一(yi)(yi)體、均衡(heng)(heng)發(fa)(fa)展的義(yi)(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)發(fa)(fa)展機制。鼓勵(li)省級政府建(jian)立統(tong)籌規劃(hua)、統(tong)一(yi)(yi)選拔的鄉(xiang)(xiang)(xiang)村(cun)(cun)教(jiao)(jiao)(jiao)(jiao)師(shi)補充機制,為鄉(xiang)(xiang)(xiang)村(cun)(cun)學(xue)校(xiao)(xiao)輸送優秀高校(xiao)(xiao)畢業生。推(tui)動教(jiao)(jiao)(jiao)(jiao)師(shi)資源(yuan)(yuan)向鄉(xiang)(xiang)(xiang)村(cun)(cun)傾斜(xie),通(tong)過穩(wen)步提高待遇(yu)等措施增強鄉(xiang)(xiang)(xiang)村(cun)(cun)教(jiao)(jiao)(jiao)(jiao)師(shi)崗位吸(xi)引力。實行義(yi)(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)校(xiao)(xiao)教(jiao)(jiao)(jiao)(jiao)師(shi)“縣管(guan)校(xiao)(xiao)聘”,推(tui)行縣域內校(xiao)(xiao)長教(jiao)(jiao)(jiao)(jiao)師(shi)交(jiao)流輪崗和城鄉(xiang)(xiang)(xiang)教(jiao)(jiao)(jiao)(jiao)育(yu)聯合(he)體模式。完善教(jiao)(jiao)(jiao)(jiao)育(yu)信(xin)息化發(fa)(fa)展機制,推(tui)動優質教(jiao)(jiao)(jiao)(jiao)育(yu)資源(yuan)(yuan)城鄉(xiang)(xiang)(xiang)共(gong)享。多渠(qu)道增加鄉(xiang)(xiang)(xiang)村(cun)(cun)普(pu)惠性(xing)學(xue)前教(jiao)(jiao)(jiao)(jiao)育(yu)資源(yuan)(yuan),推(tui)行城鄉(xiang)(xiang)(xiang)義(yi)(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)校(xiao)(xiao)標準化建(jian)設,加強寄宿制學(xue)校(xiao)(xiao)建(jian)設。

  (十四)健全(quan)(quan)鄉(xiang)村(cun)醫(yi)(yi)療(liao)衛(wei)(wei)(wei)生(sheng)(sheng)服務體系(xi)。建(jian)立(li)(li)(li)和完(wan)善(shan)相(xiang)關政策制(zhi)度,增加基(ji)層醫(yi)(yi)務人(ren)員崗位吸引力,加強鄉(xiang)村(cun)醫(yi)(yi)療(liao)衛(wei)(wei)(wei)生(sheng)(sheng)人(ren)才隊伍建(jian)設。改(gai)善(shan)鄉(xiang)鎮衛(wei)(wei)(wei)生(sheng)(sheng)院(yuan)和村(cun)衛(wei)(wei)(wei)生(sheng)(sheng)室條件,因地(di)制(zhi)宜(yi)建(jian)立(li)(li)(li)完(wan)善(shan)醫(yi)(yi)療(liao)廢物收集轉運體系(xi),提高慢性(xing)病(bing)、職業病(bing)、地(di)方病(bing)和重大傳(chuan)染病(bing)防治能力,加強精神衛(wei)(wei)(wei)生(sheng)(sheng)工作,倡導(dao)優(you)生(sheng)(sheng)優(you)育。健全(quan)(quan)網絡化服務運行(xing)機(ji)制(zhi),鼓勵縣(xian)醫(yi)(yi)院(yuan)與(yu)鄉(xiang)鎮衛(wei)(wei)(wei)生(sheng)(sheng)院(yuan)建(jian)立(li)(li)(li)縣(xian)域醫(yi)(yi)共體,鼓勵城市大醫(yi)(yi)院(yuan)與(yu)縣(xian)醫(yi)(yi)院(yuan)建(jian)立(li)(li)(li)對口(kou)幫扶(fu)、巡回(hui)醫(yi)(yi)療(liao)和遠程醫(yi)(yi)療(liao)機(ji)制(zhi)。全(quan)(quan)面(mian)建(jian)立(li)(li)(li)分(fen)級診療(liao)制(zhi)度,實行(xing)差別(bie)化醫(yi)(yi)保支(zhi)付(fu)政策。因地(di)制(zhi)宜(yi)建(jian)立(li)(li)(li)完(wan)善(shan)全(quan)(quan)民健身服務體系(xi)。

  (十五)健(jian)全城(cheng)鄉(xiang)公共文(wen)(wen)化(hua)(hua)(hua)(hua)服(fu)(fu)務體系。統(tong)籌城(cheng)鄉(xiang)公共文(wen)(wen)化(hua)(hua)(hua)(hua)設(she)(she)施布局、服(fu)(fu)務提供(gong)、隊伍建(jian)(jian)設(she)(she),推(tui)(tui)(tui)(tui)動(dong)(dong)文(wen)(wen)化(hua)(hua)(hua)(hua)資源(yuan)重(zhong)點向鄉(xiang)村(cun)(cun)(cun)傾斜,提高(gao)服(fu)(fu)務的(de)覆蓋(gai)面和(he)適(shi)用性。推(tui)(tui)(tui)(tui)行公共文(wen)(wen)化(hua)(hua)(hua)(hua)服(fu)(fu)務參與(yu)(yu)式管理(li)模式,建(jian)(jian)立城(cheng)鄉(xiang)居(ju)民(min)(min)評價(jia)與(yu)(yu)反饋(kui)機(ji)制,引導居(ju)民(min)(min)參與(yu)(yu)公共文(wen)(wen)化(hua)(hua)(hua)(hua)服(fu)(fu)務項目規(gui)劃、建(jian)(jian)設(she)(she)、管理(li)和(he)監督(du),推(tui)(tui)(tui)(tui)動(dong)(dong)服(fu)(fu)務項目與(yu)(yu)居(ju)民(min)(min)需求有(you)效對(dui)接。支持(chi)鄉(xiang)村(cun)(cun)(cun)民(min)(min)間文(wen)(wen)化(hua)(hua)(hua)(hua)團體開展(zhan)(zhan)符合鄉(xiang)村(cun)(cun)(cun)特(te)點的(de)文(wen)(wen)化(hua)(hua)(hua)(hua)活動(dong)(dong)。推(tui)(tui)(tui)(tui)動(dong)(dong)公共文(wen)(wen)化(hua)(hua)(hua)(hua)服(fu)(fu)務社(she)會化(hua)(hua)(hua)(hua)發展(zhan)(zhan),鼓勵社(she)會力量參與(yu)(yu)。建(jian)(jian)立文(wen)(wen)化(hua)(hua)(hua)(hua)結(jie)對(dui)幫扶(fu)機(ji)制,推(tui)(tui)(tui)(tui)動(dong)(dong)文(wen)(wen)化(hua)(hua)(hua)(hua)工(gong)作者和(he)志愿者等(deng)投身鄉(xiang)村(cun)(cun)(cun)文(wen)(wen)化(hua)(hua)(hua)(hua)建(jian)(jian)設(she)(she)。劃定(ding)鄉(xiang)村(cun)(cun)(cun)建(jian)(jian)設(she)(she)的(de)歷史文(wen)(wen)化(hua)(hua)(hua)(hua)保護線,保護好農業遺(yi)跡、文(wen)(wen)物(wu)古跡、民(min)(min)族村(cun)(cun)(cun)寨、傳統(tong)村(cun)(cun)(cun)落、傳統(tong)建(jian)(jian)筑和(he)灌溉工(gong)程遺(yi)產,推(tui)(tui)(tui)(tui)動(dong)(dong)非物(wu)質文(wen)(wen)化(hua)(hua)(hua)(hua)遺(yi)產活態傳承。發揮風(feng)俗習(xi)慣、村(cun)(cun)(cun)規(gui)民(min)(min)約等(deng)優秀傳統(tong)文(wen)(wen)化(hua)(hua)(hua)(hua)基因的(de)重(zhong)要(yao)作用。

  (十六)完善城(cheng)鄉統(tong)一(yi)的(de)(de)社會保(bao)(bao)(bao)(bao)(bao)險(xian)(xian)(xian)制(zhi)度(du)。完善統(tong)一(yi)的(de)(de)城(cheng)鄉居(ju)民基(ji)本醫療保(bao)(bao)(bao)(bao)(bao)險(xian)(xian)(xian)、大病(bing)保(bao)(bao)(bao)(bao)(bao)險(xian)(xian)(xian)和基(ji)本養(yang)老(lao)保(bao)(bao)(bao)(bao)(bao)險(xian)(xian)(xian)制(zhi)度(du)。鞏固醫保(bao)(bao)(bao)(bao)(bao)全國異地就醫聯網直接(jie)結算。建(jian)立(li)完善城(cheng)鄉居(ju)民基(ji)本養(yang)老(lao)保(bao)(bao)(bao)(bao)(bao)險(xian)(xian)(xian)待遇確定和基(ji)礎養(yang)老(lao)金正常(chang)調整機制(zhi)。做(zuo)好社會保(bao)(bao)(bao)(bao)(bao)險(xian)(xian)(xian)關系(xi)轉移接(jie)續工作(zuo),建(jian)立(li)以(yi)國家政務服務平(ping)臺(tai)為(wei)統(tong)一(yi)入口的(de)(de)社會保(bao)(bao)(bao)(bao)(bao)險(xian)(xian)(xian)公共(gong)服務平(ping)臺(tai)。構建(jian)多層次農村養(yang)老(lao)保(bao)(bao)(bao)(bao)(bao)障體系(xi),創(chuang)新多元化照(zhao)料服務模(mo)式(shi)。

  (十(shi)七)統籌城(cheng)(cheng)(cheng)鄉(xiang)(xiang)社會救助體(ti)系。做(zuo)好城(cheng)(cheng)(cheng)鄉(xiang)(xiang)社會救助兜底(di)工作,織密兜牢困(kun)(kun)難(nan)群眾(zhong)基(ji)本生活安(an)全(quan)(quan)網。推進(jin)低保(bao)制(zhi)度(du)城(cheng)(cheng)(cheng)鄉(xiang)(xiang)統籌,健全(quan)(quan)低保(bao)標準(zhun)動(dong)態調(diao)整機制(zhi),確保(bao)動(dong)態管(guan)理下(xia)應保(bao)盡保(bao)。全(quan)(quan)面(mian)實施特困(kun)(kun)人員救助供養制(zhi)度(du),提高托底(di)保(bao)障能力(li)和(he)服務(wu)質量。做(zuo)好困(kun)(kun)難(nan)農民重特大疾病(bing)救助工作。健全(quan)(quan)農村留守(shou)兒童和(he)婦(fu)女、老(lao)年(nian)人關愛(ai)服務(wu)體(ti)系。健全(quan)(quan)困(kun)(kun)境(jing)兒童保(bao)障工作體(ti)系,完(wan)善殘疾人福(fu)利制(zhi)度(du)和(he)服務(wu)體(ti)系。改革(ge)人身損害賠償制(zhi)度(du),統一城(cheng)(cheng)(cheng)鄉(xiang)(xiang)居民賠償標準(zhun)。

  (十八)建(jian)立健(jian)全(quan)(quan)鄉(xiang)(xiang)村(cun)(cun)治(zhi)(zhi)理(li)機(ji)制。建(jian)立健(jian)全(quan)(quan)黨(dang)組(zu)(zu)(zu)織(zhi)領導(dao)(dao)的(de)自治(zhi)(zhi)、法治(zhi)(zhi)、德治(zhi)(zhi)相結合(he)的(de)鄉(xiang)(xiang)村(cun)(cun)治(zhi)(zhi)理(li)體(ti)(ti)系(xi),發(fa)揮群眾參與治(zhi)(zhi)理(li)主體(ti)(ti)作(zuo)用(yong),增強(qiang)(qiang)鄉(xiang)(xiang)村(cun)(cun)治(zhi)(zhi)理(li)能力。強(qiang)(qiang)化(hua)農村(cun)(cun)基層黨(dang)組(zu)(zu)(zu)織(zhi)領導(dao)(dao)作(zuo)用(yong),全(quan)(quan)面推行村(cun)(cun)黨(dang)組(zu)(zu)(zu)織(zhi)書(shu)記(ji)通(tong)過法定程序擔任村(cun)(cun)委會(hui)主任和村(cun)(cun)級集體(ti)(ti)經(jing)(jing)濟組(zu)(zu)(zu)織(zhi)、合(he)作(zuo)經(jing)(jing)濟組(zu)(zu)(zu)織(zhi)負責人,健(jian)全(quan)(quan)以財(cai)政投(tou)入(ru)為主的(de)穩定的(de)村(cun)(cun)級組(zu)(zu)(zu)織(zhi)運轉經(jing)(jing)費保障(zhang)機(ji)制。加強(qiang)(qiang)農村(cun)(cun)新型經(jing)(jing)濟組(zu)(zu)(zu)織(zhi)和社(she)會(hui)組(zu)(zu)(zu)織(zhi)的(de)黨(dang)建(jian)工(gong)作(zuo),引導(dao)(dao)其堅持為農村(cun)(cun)服務(wu)(wu)。加強(qiang)(qiang)自治(zhi)(zhi)組(zu)(zu)(zu)織(zhi)規(gui)范化(hua)制度(du)化(hua)建(jian)設(she),健(jian)全(quan)(quan)村(cun)(cun)級議(yi)事協商制度(du)。打造一門(men)式(shi)辦理(li)、一站式(shi)服務(wu)(wu)、線(xian)上線(xian)下結合(he)的(de)村(cun)(cun)級綜合(he)服務(wu)(wu)平臺,完(wan)善網格(ge)化(hua)管理(li)體(ti)(ti)系(xi)和鄉(xiang)(xiang)村(cun)(cun)便民服務(wu)(wu)體(ti)(ti)系(xi)。

  四(si)、建立健全(quan)有利于城(cheng)鄉基礎設施一體(ti)化發展(zhan)的體(ti)制機制

  把公(gong)共基礎(chu)設施建(jian)(jian)(jian)設重(zhong)點(dian)放在鄉(xiang)村,堅(jian)持(chi)先建(jian)(jian)(jian)機制、后建(jian)(jian)(jian)工程,加快(kuai)推動(dong)鄉(xiang)村基礎(chu)設施提擋升級(ji),實現城(cheng)鄉(xiang)基礎(chu)設施統(tong)一規(gui)劃、統(tong)一建(jian)(jian)(jian)設、統(tong)一管護。

  (十九)建立(li)城鄉(xiang)(xiang)基(ji)礎(chu)設(she)(she)施(shi)(shi)一(yi)(yi)體(ti)化規(gui)(gui)劃機制。以市(shi)(shi)(shi)縣(xian)域為整體(ti),統籌(chou)(chou)規(gui)(gui)劃城鄉(xiang)(xiang)基(ji)礎(chu)設(she)(she)施(shi)(shi),統籌(chou)(chou)布(bu)局(ju)道路(lu)(lu)、供水、供電、信息、廣播電視(shi)、防洪和(he)垃圾污水處(chu)理等設(she)(she)施(shi)(shi)。統籌(chou)(chou)規(gui)(gui)劃重要市(shi)(shi)(shi)政公用設(she)(she)施(shi)(shi),推動(dong)向城市(shi)(shi)(shi)郊區鄉(xiang)(xiang)村和(he)規(gui)(gui)模(mo)較大中心鎮(zhen)延伸。推動(dong)城鄉(xiang)(xiang)路(lu)(lu)網一(yi)(yi)體(ti)規(gui)(gui)劃設(she)(she)計,暢通城鄉(xiang)(xiang)交通運(yun)輸(shu)連接,加快實現(xian)縣(xian)鄉(xiang)(xiang)村(戶(hu))道路(lu)(lu)聯通、城鄉(xiang)(xiang)道路(lu)(lu)客運(yun)一(yi)(yi)體(ti)化,完(wan)善道路(lu)(lu)安全(quan)防范措(cuo)施(shi)(shi)。統籌(chou)(chou)規(gui)(gui)劃城鄉(xiang)(xiang)污染(ran)物收運(yun)處(chu)置體(ti)系,嚴防城市(shi)(shi)(shi)污染(ran)上山下鄉(xiang)(xiang),因地制宜統籌(chou)(chou)處(chu)理城鄉(xiang)(xiang)垃圾污水,加快建立(li)鄉(xiang)(xiang)村生態環境保護和(he)美麗鄉(xiang)(xiang)村建設(she)(she)長(chang)效機制。加強城鄉(xiang)(xiang)公共(gong)安全(quan)視(shi)頻監控規(gui)(gui)劃、建設(she)(she)和(he)聯網應用,統一(yi)(yi)技術(shu)規(gui)(gui)范、基(ji)礎(chu)數(shu)據和(he)數(shu)據開放標(biao)準。

  (二(er)十)健(jian)(jian)全城鄉(xiang)基(ji)礎設(she)施(shi)一(yi)(yi)體(ti)化(hua)(hua)建(jian)設(she)機制。明(ming)確鄉(xiang)村基(ji)礎設(she)施(shi)的公(gong)共產品定位(wei),構(gou)建(jian)事權清(qing)晰、權責一(yi)(yi)致、中央支(zhi)持、省級(ji)統(tong)籌、市(shi)縣(xian)負(fu)責的城鄉(xiang)基(ji)礎設(she)施(shi)一(yi)(yi)體(ti)化(hua)(hua)建(jian)設(she)機制。健(jian)(jian)全分(fen)級(ji)分(fen)類投(tou)入(ru)(ru)機制,對(dui)鄉(xiang)村道(dao)路、水利(li)、渡口(kou)、公(gong)交和郵政(zheng)(zheng)等(deng)公(gong)益性強、經(jing)濟(ji)性差的設(she)施(shi),建(jian)設(she)投(tou)入(ru)(ru)以(yi)政(zheng)(zheng)府為(wei)(wei)主(zhu);對(dui)鄉(xiang)村供水、垃圾污水處理和農貿市(shi)場等(deng)有一(yi)(yi)定經(jing)濟(ji)收益的設(she)施(shi),政(zheng)(zheng)府加(jia)大投(tou)入(ru)(ru)力度,積(ji)極引入(ru)(ru)社(she)會(hui)資本,并引導農民投(tou)入(ru)(ru);對(dui)鄉(xiang)村供電、電信和物(wu)流等(deng)經(jing)營性為(wei)(wei)主(zhu)的設(she)施(shi),建(jian)設(she)投(tou)入(ru)(ru)以(yi)企業為(wei)(wei)主(zhu)。支(zhi)持有條件(jian)的地方政(zheng)(zheng)府將城鄉(xiang)基(ji)礎設(she)施(shi)項目整(zheng)體(ti)打包,實(shi)行一(yi)(yi)體(ti)化(hua)(hua)開發建(jian)設(she)。

  五、建立(li)健全有利于鄉村經濟多元化發展的體制(zhi)(zhi)機制(zhi)(zhi)

  圍(wei)繞發展現代(dai)農業、培育新(xin)產業新(xin)業態(tai),完善農企利益緊密聯結機制,實現鄉村(cun)經濟多元(yuan)化和農業全產業鏈發展。

  (二十二)完(wan)善農(nong)(nong)(nong)業支(zhi)持(chi)保護制(zhi)(zhi)(zhi)度。以(yi)市場需求為導向(xiang),深化(hua)農(nong)(nong)(nong)業供給側結(jie)構性改(gai)革(ge),走(zou)質量(liang)(liang)興農(nong)(nong)(nong)之路,不斷提高(gao)(gao)農(nong)(nong)(nong)業綜合效益和競(jing)爭力。全(quan)(quan)面落實永久基本(ben)農(nong)(nong)(nong)田特殊保護制(zhi)(zhi)(zhi)度,劃定糧食生(sheng)(sheng)產(chan)功(gong)能區和重要農(nong)(nong)(nong)產(chan)品生(sheng)(sheng)產(chan)保護區,完(wan)善支(zhi)持(chi)政(zheng)策。按照增加(jia)總量(liang)(liang)、優化(hua)存量(liang)(liang)、提高(gao)(gao)效能的原則,強(qiang)化(hua)高(gao)(gao)質量(liang)(liang)發展(zhan)導向(xiang),加(jia)快(kuai)構建農(nong)(nong)(nong)業補貼政(zheng)策體(ti)系。發展(zhan)多種形式(shi)農(nong)(nong)(nong)業適度規模經營(ying),健全(quan)(quan)現代農(nong)(nong)(nong)業產(chan)業體(ti)系、生(sheng)(sheng)產(chan)體(ti)系、經營(ying)體(ti)系。完(wan)善支(zhi)持(chi)農(nong)(nong)(nong)業機(ji)械化(hua)政(zheng)策,推(tui)進農(nong)(nong)(nong)業機(ji)械化(hua)全(quan)(quan)程全(quan)(quan)面發展(zhan),加(jia)強(qiang)面向(xiang)小農(nong)(nong)(nong)戶(hu)的社會化(hua)服務。完(wan)善農(nong)(nong)(nong)業綠色發展(zhan)制(zhi)(zhi)(zhi)度,推(tui)行農(nong)(nong)(nong)業清潔(jie)生(sheng)(sheng)產(chan)方式(shi),健全(quan)(quan)耕地草原森(sen)林河流湖(hu)泊休養生(sheng)(sheng)息(xi)制(zhi)(zhi)(zhi)度和輪作(zuo)休耕制(zhi)(zhi)(zhi)度。

  (二十五(wu))建(jian)立鄉村(cun)(cun)文(wen)(wen)化(hua)保護(hu)利用機(ji)(ji)制。立足鄉村(cun)(cun)文(wen)(wen)明,吸(xi)取城市文(wen)(wen)明及外來文(wen)(wen)化(hua)優(you)秀成果,推動鄉村(cun)(cun)優(you)秀傳(chuan)(chuan)統文(wen)(wen)化(hua)創造性轉化(hua)、創新性發(fa)展。推動優(you)秀農(nong)耕文(wen)(wen)化(hua)遺產(chan)保護(hu)與合(he)理適(shi)度利用。建(jian)立地方(fang)和民族特色文(wen)(wen)化(hua)資源(yuan)挖(wa)掘利用機(ji)(ji)制,發(fa)展特色文(wen)(wen)化(hua)產(chan)業。創新傳(chuan)(chuan)統工藝振興模式(shi),發(fa)展特色工藝產(chan)品和品牌。健全文(wen)(wen)物保護(hu)單位和傳(chuan)(chuan)統村(cun)(cun)落整(zheng)體保護(hu)利用機(ji)(ji)制。鼓(gu)勵鄉村(cun)(cun)建(jian)筑(zhu)文(wen)(wen)化(hua)傳(chuan)(chuan)承創新,強化(hua)村(cun)(cun)莊建(jian)筑(zhu)風貌規劃管控。培育挖(wa)掘鄉土文(wen)(wen)化(hua)本土人才,引(yin)導企業積極(ji)參與,顯化(hua)鄉村(cun)(cun)文(wen)(wen)化(hua)價值。

  (二十六)搭建城(cheng)(cheng)鄉產(chan)(chan)業(ye)(ye)(ye)協同發(fa)(fa)展平臺(tai)。培(pei)育(yu)發(fa)(fa)展城(cheng)(cheng)鄉產(chan)(chan)業(ye)(ye)(ye)協同發(fa)(fa)展先行(xing)區(qu),推動城(cheng)(cheng)鄉要素(su)跨界配置和產(chan)(chan)業(ye)(ye)(ye)有機融(rong)合。把特(te)色(se)小鎮(zhen)作為城(cheng)(cheng)鄉要素(su)融(rong)合重要載體,打造集(ji)聚特(te)色(se)產(chan)(chan)業(ye)(ye)(ye)的(de)創新創業(ye)(ye)(ye)生(sheng)態圈。優化(hua)提(ti)升各(ge)類農業(ye)(ye)(ye)園區(qu)。完(wan)善小城(cheng)(cheng)鎮(zhen)聯結城(cheng)(cheng)鄉的(de)功能(neng),探索(suo)創新美麗鄉村(cun)(cun)特(te)色(se)化(hua)差異(yi)化(hua)發(fa)(fa)展模式(shi),盤(pan)活用好鄉村(cun)(cun)資源資產(chan)(chan)。創建一批城(cheng)(cheng)鄉融(rong)合典型(xing)項(xiang)目,形成示范帶動效應。

  (二十七)健全城(cheng)(cheng)鄉統籌(chou)(chou)規劃(hua)制(zhi)度。科學編(bian)制(zhi)市(shi)(shi)縣發(fa)展(zhan)規劃(hua),強化城(cheng)(cheng)鄉一(yi)體(ti)設(she)計(ji),統籌(chou)(chou)安排市(shi)(shi)縣農田保(bao)護、生態涵養、城(cheng)(cheng)鎮(zhen)建(jian)設(she)、村(cun)落(luo)分布(bu)等(deng)(deng)空(kong)間布(bu)局,統籌(chou)(chou)推(tui)進產(chan)業發(fa)展(zhan)和基礎設(she)施、公共(gong)服務(wu)等(deng)(deng)建(jian)設(she),更(geng)好發(fa)揮規劃(hua)對市(shi)(shi)縣發(fa)展(zhan)的指(zhi)導約束(shu)作用。按(an)照(zhao)“多規合(he)一(yi)”要求編(bian)制(zhi)市(shi)(shi)縣空(kong)間規劃(hua),實現土地利用規劃(hua)、城(cheng)(cheng)鄉規劃(hua)等(deng)(deng)有機融合(he),確(que)保(bao)“三(san)區三(san)線”在(zai)市(shi)(shi)縣層面精準(zhun)落(luo)地。加快培育(yu)鄉村(cun)規劃(hua)設(she)計(ji)、項(xiang)目建(jian)設(she)運營等(deng)(deng)方面人才。綜合(he)考慮村(cun)莊(zhuang)演變規律、集聚特點和現狀(zhuang)分布(bu),鼓勵有條件的地區因地制(zhi)宜編(bian)制(zhi)村(cun)莊(zhuang)規劃(hua)。

  (二十九(jiu))健(jian)全農(nong)(nong)(nong)民(min)(min)(min)經(jing)營(ying)(ying)性收(shou)入增(zeng)長機制(zhi)。完善(shan)財稅(shui)、信貸、保險、用地(di)等政(zheng)策,加(jia)強(qiang)職業(ye)(ye)(ye)農(nong)(nong)(nong)民(min)(min)(min)培(pei)訓,培(pei)育發(fa)展新型農(nong)(nong)(nong)業(ye)(ye)(ye)經(jing)營(ying)(ying)主體。建(jian)立農(nong)(nong)(nong)產品(pin)(pin)優(you)質優(you)價正向(xiang)激勵機制(zhi),支持新型經(jing)營(ying)(ying)主體發(fa)展“三品(pin)(pin)一標(biao)”農(nong)(nong)(nong)產品(pin)(pin)、打(da)造區域公用品(pin)(pin)牌(pai),提(ti)高產品(pin)(pin)檔次和附加(jia)值。引(yin)導龍頭企業(ye)(ye)(ye)與農(nong)(nong)(nong)民(min)(min)(min)共(gong)建(jian)農(nong)(nong)(nong)業(ye)(ye)(ye)產業(ye)(ye)(ye)化聯合(he)體,讓(rang)農(nong)(nong)(nong)民(min)(min)(min)分(fen)享加(jia)工銷售環節收(shou)益(yi)。完善(shan)企業(ye)(ye)(ye)與農(nong)(nong)(nong)民(min)(min)(min)利益(yi)聯結機制(zhi),引(yin)導農(nong)(nong)(nong)戶自愿(yuan)以土地(di)經(jing)營(ying)(ying)權等入股企業(ye)(ye)(ye),通過利潤返還、保底(di)分(fen)紅、股份合(he)作等多種(zhong)形式,拓(tuo)寬農(nong)(nong)(nong)民(min)(min)(min)增(zeng)收(shou)渠道。促進小(xiao)農(nong)(nong)(nong)戶和現代(dai)農(nong)(nong)(nong)業(ye)(ye)(ye)發(fa)展有機銜接(jie),突(tu)出抓好農(nong)(nong)(nong)民(min)(min)(min)合(he)作社和家庭農(nong)(nong)(nong)場(chang)兩類農(nong)(nong)(nong)業(ye)(ye)(ye)經(jing)營(ying)(ying)主體發(fa)展,培(pei)育專業(ye)(ye)(ye)化市場(chang)化服務(wu)組織,幫助小(xiao)農(nong)(nong)(nong)戶節本增(zeng)收(shou)。

  (三(san)十(shi))建立農(nong)(nong)民(min)財產(chan)(chan)(chan)性收(shou)入增(zeng)長(chang)機(ji)制(zhi)(zhi)(zhi)。以(yi)市場(chang)化改(gai)(gai)革(ge)為導向(xiang),深化農(nong)(nong)村(cun)(cun)集(ji)(ji)(ji)體(ti)產(chan)(chan)(chan)權(quan)制(zhi)(zhi)(zhi)度改(gai)(gai)革(ge),推動資(zi)源(yuan)變資(zi)產(chan)(chan)(chan)、資(zi)金變股(gu)(gu)(gu)金、農(nong)(nong)民(min)變股(gu)(gu)(gu)東。加(jia)快完(wan)(wan)成(cheng)農(nong)(nong)村(cun)(cun)集(ji)(ji)(ji)體(ti)資(zi)產(chan)(chan)(chan)清產(chan)(chan)(chan)核資(zi),把(ba)所有(you)權(quan)確權(quan)到不同層級的農(nong)(nong)村(cun)(cun)集(ji)(ji)(ji)體(ti)經(jing)濟組織(zhi)成(cheng)員(yuan)集(ji)(ji)(ji)體(ti)。加(jia)快推進經(jing)營(ying)性資(zi)產(chan)(chan)(chan)股(gu)(gu)(gu)份合(he)作制(zhi)(zhi)(zhi)改(gai)(gai)革(ge),將農(nong)(nong)村(cun)(cun)集(ji)(ji)(ji)體(ti)經(jing)營(ying)性資(zi)產(chan)(chan)(chan)以(yi)股(gu)(gu)(gu)份或(huo)者份額(e)形(xing)(xing)式量(liang)化到本集(ji)(ji)(ji)體(ti)成(cheng)員(yuan)。對財政資(zi)金投入農(nong)(nong)業農(nong)(nong)村(cun)(cun)形(xing)(xing)成(cheng)的經(jing)營(ying)性資(zi)產(chan)(chan)(chan),鼓勵各地探索將其(qi)折股(gu)(gu)(gu)量(liang)化到集(ji)(ji)(ji)體(ti)經(jing)濟組織(zhi)成(cheng)員(yuan)。創新農(nong)(nong)村(cun)(cun)集(ji)(ji)(ji)體(ti)經(jing)濟運行機(ji)制(zhi)(zhi)(zhi),探索混合(he)經(jing)營(ying)等多種(zhong)實現形(xing)(xing)式,確保(bao)集(ji)(ji)(ji)體(ti)資(zi)產(chan)(chan)(chan)保(bao)值(zhi)增(zeng)值(zhi)和(he)農(nong)(nong)民(min)收(shou)益(yi)(yi)。完(wan)(wan)善農(nong)(nong)村(cun)(cun)集(ji)(ji)(ji)體(ti)產(chan)(chan)(chan)權(quan)權(quan)能,完(wan)(wan)善農(nong)(nong)民(min)對集(ji)(ji)(ji)體(ti)資(zi)產(chan)(chan)(chan)股(gu)(gu)(gu)份占(zhan)有(you)、收(shou)益(yi)(yi)、有(you)償(chang)退出及擔保(bao)、繼承權(quan)。

  (三十一)強化農(nong)(nong)民轉(zhuan)移性(xing)收入保障機制。履行好政府再分配調節(jie)職能,完善對農(nong)(nong)民直接補貼政策,健全(quan)生產者補貼制度,逐(zhu)步擴大覆蓋范(fan)圍。在統籌整合涉農(nong)(nong)資金基(ji)礎上,探索建立普(pu)惠性(xing)農(nong)(nong)民補貼長效機制。創(chuang)新涉農(nong)(nong)財政性(xing)建設(she)資金使(shi)用方式,支持符合條件的農(nong)(nong)業(ye)產業(ye)化規模化項目(mu)。

  (三十二)強化打贏脫貧(pin)(pin)(pin)攻堅戰體(ti)制(zhi)(zhi)(zhi)機制(zhi)(zhi)(zhi)。堅持(chi)精(jing)(jing)準扶(fu)(fu)貧(pin)(pin)(pin)、精(jing)(jing)準脫貧(pin)(pin)(pin),進(jin)一步完(wan)善(shan)中央(yang)統籌(chou)、省負總責、市縣抓落實的(de)工(gong)作(zuo)機制(zhi)(zhi)(zhi),采(cai)取更(geng)(geng)加有力(li)的(de)舉措、更(geng)(geng)加集中的(de)支(zhi)持(chi)、更(geng)(geng)加精(jing)(jing)細的(de)工(gong)作(zuo),著力(li)提高脫貧(pin)(pin)(pin)質量。改進(jin)幫扶(fu)(fu)方式方法,更(geng)(geng)多采(cai)用生產獎補、勞(lao)務補助、以(yi)工(gong)代賑等機制(zhi)(zhi)(zhi),推動(dong)(dong)貧(pin)(pin)(pin)困群眾通過自己(ji)的(de)辛勤勞(lao)動(dong)(dong)脫貧(pin)(pin)(pin)致富。對完(wan)全或部分喪(sang)失(shi)勞(lao)動(dong)(dong)能力(li)的(de)特殊貧(pin)(pin)(pin)困人口(kou),綜(zong)合實施保障性扶(fu)(fu)貧(pin)(pin)(pin)政(zheng)策(ce)(ce)。聚焦深度貧(pin)(pin)(pin)困地區,以(yi)解決突出制(zhi)(zhi)(zhi)約問題為重點,以(yi)重大扶(fu)(fu)貧(pin)(pin)(pin)工(gong)程和(he)到村到戶(hu)幫扶(fu)(fu)為抓手,加大政(zheng)策(ce)(ce)傾(qing)斜(xie)和(he)扶(fu)(fu)貧(pin)(pin)(pin)資金整合力(li)度,著力(li)改善(shan)發展(zhan)條件,增強貧(pin)(pin)(pin)困農戶(hu)發展(zhan)能力(li)。

  七、組織保障

  各(ge)地區各(ge)部門要統一思想,深刻認識建立健(jian)全(quan)城鄉融(rong)合發展體制機制的重要意義,順應經濟社會發展規律,根據城鄉關系發展特征,把握節奏、持續(xu)用力、久久為功,確保各(ge)項(xiang)改(gai)革任務扎(zha)實有序推進(jin)。

  (三(san)十三(san))加強黨的(de)領導。確保黨在推(tui)動城鄉融(rong)合(he)發(fa)(fa)展中始終總攬全局(ju)、協調各方,做到“兩個(ge)維護”。加強各級黨組織的(de)領導,充分發(fa)(fa)揮城鄉基(ji)層黨組織戰斗堡壘作用,為城鄉融(rong)合(he)發(fa)(fa)展提供堅強政治保障。

  (三十四)強化(hua)分工(gong)(gong)(gong)協作。國(guo)家(jia)發展(zhan)改革(ge)委牽頭建立城鄉融合發展(zhan)工(gong)(gong)(gong)作協同推進機制,明確(que)分工(gong)(gong)(gong)、強化(hua)責任,加強統籌協調和跟蹤督(du)導。各有關部門(men)要圍繞(rao)人口、土地、財政、金融和產權等任務,制定細化(hua)配套改革(ge)措施。重大事項及(ji)時(shi)向黨中(zhong)央、國(guo)務院報告。

  (三十五)壓實地(di)方(fang)責任(ren)。地(di)方(fang)黨委和政(zheng)府要(yao)增強主體(ti)責任(ren)意(yi)識,當好改(gai)革促(cu)進(jin)派和實干家,結合(he)本(ben)地(di)實際制定(ding)細化可操(cao)作的城鄉融合(he)發展體(ti)制機制政(zheng)策措施,整合(he)力量(liang)、扭住關鍵、精準(zhun)發力,以釘釘子精神抓好落實。

  (三十六)注重(zhong)試點引路。把(ba)試點作為重(zhong)要改革方法(fa),選擇(ze)有一定基(ji)礎的市縣兩級設立國家(jia)城鄉融合發展(zhan)試驗區,支持制度(du)改革和政策安排率先(xian)(xian)落(luo)地,先(xian)(xian)行先(xian)(xian)試、觀照全局,及時總結提煉可復制的典型經驗并加以(yi)宣(xuan)傳(chuan)推(tui)廣。
