統(tong)(tong)計(ji)(ji)(ji)監(jian)督(du)(du)(du)是黨和國家(jia)監(jian)督(du)(du)(du)體(ti)(ti)系(xi)的(de)重要組成部分,是政(zheng)(zheng)府(fu)統(tong)(tong)計(ji)(ji)(ji)工作的(de)一項(xiang)基本職能(neng)。黨的(de)十八大以(yi)來,統(tong)(tong)計(ji)(ji)(ji)現(xian)代化改革深入推進,統(tong)(tong)計(ji)(ji)(ji)監(jian)督(du)(du)(du)在(zai)服務保(bao)障(zhang)經濟社會發(fa)展方面發(fa)揮(hui)了積(ji)極作用。但統(tong)(tong)計(ji)(ji)(ji)監(jian)督(du)(du)(du)體(ti)(ti)制(zhi)機制(zhi)和政(zheng)(zheng)策體(ti)(ti)系(xi)不(bu)夠完善,統(tong)(tong)計(ji)(ji)(ji)監(jian)督(du)(du)(du)有效(xiao)性有待提高,統(tong)(tong)計(ji)(ji)(ji)監(jian)督(du)(du)(du)成效(xiao)與新形勢新任務的(de)要求相比還存在(zai)一定差距。為進一步提升統(tong)(tong)計(ji)(ji)(ji)監(jian)督(du)(du)(du)效(xiao)能(neng),更加(jia)有效(xiao)發(fa)揮(hui)統(tong)(tong)計(ji)(ji)(ji)監(jian)督(du)(du)(du)職能(neng)作用,現(xian)提出(chu)如下意見。
一、總體要求
堅持以(yi)習(xi)近平新時代中(zhong)(zhong)國特色社會主義思想(xiang)為(wei)指導,深入貫徹黨的(de)(de)十(shi)九大和十(shi)九屆二中(zhong)(zhong)、三(san)中(zhong)(zhong)、四(si)中(zhong)(zhong)、五中(zhong)(zhong)、六中(zhong)(zhong)全(quan)(quan)會精神,切實(shi)提(ti)(ti)高統(tong)計(ji)(ji)數據質量,更(geng)好發揮統(tong)計(ji)(ji)數據的(de)(de)綜合性(xing)(xing)(xing)、基礎性(xing)(xing)(xing)、客觀(guan)性(xing)(xing)(xing)特點,為(wei)貫徹落實(shi)黨中(zhong)(zhong)央、國務院關于經濟社會發展的(de)(de)重大決策部署當好參謀助手(shou),加(jia)快構(gou)建系統(tong)完整、協同高效、約束有(you)力的(de)(de)統(tong)計(ji)(ji)監(jian)(jian)督體(ti)系。堅持方法科學(xue)、遵循規律、及(ji)時準確、真實(shi)可靠、防止虛(xu)假,堅決遏制“數字上的(de)(de)腐敗”,提(ti)(ti)升統(tong)計(ji)(ji)監(jian)(jian)督有(you)效性(xing)(xing)(xing),使監(jian)(jian)督結(jie)果(guo)經得起(qi)實(shi)踐和歷史檢驗,為(wei)全(quan)(quan)面建設社會主義現代化(hua)國家提(ti)(ti)供(gong)統(tong)計(ji)(ji)保障。
二、主要任務
(一)著力提升統計督察效能。充分發揮統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)督(du)察(cha)在推動各(ge)地(di)區(qu)(qu)各(ge)部(bu)門(men)貫徹落實(shi)(shi)黨(dang)(dang)中(zhong)央、國務(wu)(wu)院關(guan)于(yu)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)工作(zuo)(zuo)決策(ce)部(bu)署和(he)履行(xing)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)職責中(zhong)的(de)(de)作(zuo)(zuo)用(yong),切實(shi)(shi)防范(fan)(fan)和(he)懲治(zhi)(zhi)(zhi)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)造(zao)假、弄虛(xu)作(zuo)(zuo)假,不斷強(qiang)(qiang)化對(dui)(dui)(dui)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)領(ling)(ling)域公權力行(xing)使的(de)(de)監督(du)。堅持問題(ti)導(dao)向,敢于(yu)動真(zhen)碰硬(ying),統(tong)(tong)(tong)(tong)籌開(kai)(kai)展常(chang)(chang)規(gui)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)督(du)察(cha)、專項統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)督(du)察(cha)和(he)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)督(du)察(cha)“回(hui)頭看(kan)”,壓(ya)緊(jin)壓(ya)實(shi)(shi)各(ge)地(di)區(qu)(qu)各(ge)有(you)關(guan)部(bu)門(men)防范(fan)(fan)和(he)懲治(zhi)(zhi)(zhi)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)造(zao)假、弄虛(xu)作(zuo)(zuo)假責任。原(yuan)則上每5年(nian)對(dui)(dui)(dui)各(ge)省、自治(zhi)(zhi)(zhi)區(qu)(qu)、直(zhi)轄(xia)(xia)市和(he)國務(wu)(wu)院有(you)關(guan)部(bu)門(men)開(kai)(kai)展常(chang)(chang)規(gui)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)督(du)察(cha),并(bing)根據需要對(dui)(dui)(dui)督(du)察(cha)整改情(qing)況實(shi)(shi)施(shi)“回(hui)頭看(kan)”;針(zhen)對(dui)(dui)(dui)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)造(zao)假、弄虛(xu)作(zuo)(zuo)假問題(ti)突出的(de)(de)地(di)區(qu)(qu)和(he)部(bu)門(men),視(shi)情(qing)組織(zhi)開(kai)(kai)展專項督(du)察(cha)。統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)督(du)察(cha)“回(hui)頭看(kan)”主(zhu)要針(zhen)對(dui)(dui)(dui)常(chang)(chang)規(gui)督(du)察(cha)整改工作(zuo)(zuo)開(kai)(kai)展情(qing)況、重點整改任務(wu)(wu)完(wan)成情(qing)況和(he)長效(xiao)機制(zhi)建設情(qing)況。健全督(du)察(cha)整改落實(shi)(shi)體制(zhi)機制(zhi),通(tong)過通(tong)報(bao)、約談、專項督(du)察(cha)等(deng)措施(shi)進一(yi)步壓(ya)實(shi)(shi)整改責任。推動有(you)條件的(de)(de)省、自治(zhi)(zhi)(zhi)區(qu)(qu)、直(zhi)轄(xia)(xia)市對(dui)(dui)(dui)市縣開(kai)(kai)展統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)督(du)察(cha),加強(qiang)(qiang)與省市縣級黨(dang)(dang)委巡視(shi)巡察(cha)工作(zuo)(zuo)的(de)(de)協同配合。進一(yi)步加強(qiang)(qiang)對(dui)(dui)(dui)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)督(du)察(cha)的(de)(de)組織(zhi)領(ling)(ling)導(dao),增強(qiang)(qiang)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)督(du)察(cha)的(de)(de)有(you)效(xiao)性。設立督(du)察(cha)組長、副組長人(ren)選庫,建立統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)督(du)察(cha)檢查人(ren)才庫。建立下級向上級報(bao)告年(nian)度(du)防范(fan)(fan)和(he)懲治(zhi)(zhi)(zhi)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)造(zao)假、弄虛(xu)作(zuo)(zuo)假工作(zuo)(zuo)制(zhi)度(du),構建起(qi)從上到下、層層負責的(de)(de)領(ling)(ling)導(dao)責任體系。
(二)持續加大統計執法力度。依(yi)規(gui)(gui)依(yi)紀(ji)(ji)依(yi)法(fa)(fa)(fa)(fa)嚴肅查(cha)處(chu)各類統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)違(wei)(wei)(wei)(wei)紀(ji)(ji)違(wei)(wei)(wei)(wei)法(fa)(fa)(fa)(fa)行(xing)為(wei)。進(jin)一步健(jian)全(quan)(quan)(quan)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)違(wei)(wei)(wei)(wei)紀(ji)(ji)違(wei)(wei)(wei)(wei)法(fa)(fa)(fa)(fa)責(ze)(ze)(ze)任(ren)人(ren)(ren)處(chu)分(fen)處(chu)理建(jian)(jian)議制(zhi)度(du),完(wan)善(shan)(shan)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)行(xing)政處(chu)罰(fa)裁(cai)量(liang)基(ji)準(zhun),依(yi)規(gui)(gui)依(yi)紀(ji)(ji)依(yi)法(fa)(fa)(fa)(fa)對責(ze)(ze)(ze)任(ren)人(ren)(ren)追(zhui)責(ze)(ze)(ze)問(wen)責(ze)(ze)(ze)。進(jin)一步拓寬統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)違(wei)(wei)(wei)(wei)紀(ji)(ji)違(wei)(wei)(wei)(wei)法(fa)(fa)(fa)(fa)線索(suo)獲(huo)取渠道(dao),完(wan)善(shan)(shan)舉(ju)報制(zhi)度(du),統(tong)(tong)(tong)籌(chou)運用(yong)(yong)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)督察(cha)、巡視(shi)巡察(cha)、數(shu)據(ju)(ju)(ju)核(he)(he)查(cha)等(deng)工作(zuo)成(cheng)果(guo),提(ti)升發(fa)現問(wen)題線索(suo)的(de)(de)(de)(de)(de)能(neng)力。健(jian)全(quan)(quan)(quan)各專業(ye)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)數(shu)據(ju)(ju)(ju)質量(liang)核(he)(he)查(cha)制(zhi)度(du),嚴格落實(shi)基(ji)層統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)機構(gou)對源頭統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)數(shu)據(ju)(ju)(ju)的(de)(de)(de)(de)(de)審(shen)核(he)(he)責(ze)(ze)(ze)任(ren)。建(jian)(jian)立常態(tai)化(hua)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)執(zhi)法(fa)(fa)(fa)(fa)機制(zhi),完(wan)善(shan)(shan)“雙隨機”抽查(cha)制(zhi)度(du),積(ji)極(ji)探索(suo)對部門(men)的(de)(de)(de)(de)(de)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)執(zhi)法(fa)(fa)(fa)(fa)檢(jian)查(cha)的(de)(de)(de)(de)(de)有效方式。進(jin)一步加強專業(ye)化(hua)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)執(zhi)法(fa)(fa)(fa)(fa)能(neng)力建(jian)(jian)設,不斷提(ti)高統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)執(zhi)法(fa)(fa)(fa)(fa)檢(jian)查(cha)工作(zuo)的(de)(de)(de)(de)(de)規(gui)(gui)范化(hua)、標(biao)準(zhun)化(hua)、信(xin)息化(hua)水平(ping)。建(jian)(jian)立統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)違(wei)(wei)(wei)(wei)紀(ji)(ji)違(wei)(wei)(wei)(wei)法(fa)(fa)(fa)(fa)責(ze)(ze)(ze)任(ren)倒查(cha)機制(zhi),嚴查(cha)利用(yong)(yong)職權實(shi)施統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)造假、弄虛(xu)作(zuo)假的(de)(de)(de)(de)(de)責(ze)(ze)(ze)任(ren)人(ren)(ren),對已(yi)經離任(ren)的(de)(de)(de)(de)(de)同(tong)樣要(yao)追(zhui)究責(ze)(ze)(ze)任(ren)。通報重大統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)違(wei)(wei)(wei)(wei)紀(ji)(ji)違(wei)(wei)(wei)(wei)法(fa)(fa)(fa)(fa)案件,曝光典型(xing)案例,同(tong)時強化(hua)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)領域信(xin)用(yong)(yong)建(jian)(jian)設,推(tui)動(dong)實(shi)現統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)違(wei)(wei)(wei)(wei)法(fa)(fa)(fa)(fa)反面警示與誠信(xin)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)正向激(ji)勵并重,積(ji)極(ji)營造依(yi)法(fa)(fa)(fa)(fa)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)誠信(xin)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)良(liang)好氛圍。出臺(tai)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)嚴重失信(xin)企業(ye)認定(ding)標(biao)準(zhun),規(gui)(gui)范認定(ding)嚴重失信(xin)企業(ye),推(tui)送至“信(xin)用(yong)(yong)中國(guo)”網站、全(quan)(quan)(quan)國(guo)信(xin)用(yong)(yong)信(xin)息共(gong)享(xiang)平(ping)臺(tai)和(he)(he)國(guo)家(jia)企業(ye)信(xin)用(yong)(yong)信(xin)息公示系統(tong)(tong)(tong)進(jin)行(xing)公示并實(shi)施聯合(he)懲戒。對各地(di)區清理和(he)(he)糾(jiu)正違(wei)(wei)(wei)(wei)反統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)法(fa)(fa)(fa)(fa)律法(fa)(fa)(fa)(fa)規(gui)(gui)的(de)(de)(de)(de)(de)文件和(he)(he)做(zuo)法(fa)(fa)(fa)(fa)情況(kuang)進(jin)行(xing)全(quan)(quan)(quan)面檢(jian)查(cha),不得將統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)機構(gou)作(zuo)為(wei)完(wan)成(cheng)地(di)方經濟社(she)會(hui)發(fa)展目標(biao)責(ze)(ze)(ze)任(ren)單位,不得要(yao)求下(xia)級機構(gou)或調(diao)查(cha)對象(xiang)按照(zhao)指定(ding)數(shu)值填報數(shu)據(ju)(ju)(ju),不得隨意調(diao)用(yong)(yong)調(diao)查(cha)對象(xiang)報送的(de)(de)(de)(de)(de)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)數(shu)據(ju)(ju)(ju)作(zuo)為(wei)各項評比表彰(zhang)和(he)(he)資格認定(ding)依(yi)據(ju)(ju)(ju)等(deng)。

(四)加強對推動高質量發展情況的統計監督。統(tong)計部門(men)(men)(men)會同(tong)有關部門(men)(men)(men)開展(zhan)高(gao)(gao)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)發(fa)(fa)展(zhan)綜(zong)合(he)績效(xiao)評(ping)價(jia),加強對(dui)相關部門(men)(men)(men)統(tong)計工作(zuo)的(de)組織協調(diao)和業(ye)務指導,構(gou)建(jian)更加科學高(gao)(gao)效(xiao)的(de)體(ti)制機制,不斷(duan)夯實高(gao)(gao)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)發(fa)(fa)展(zhan)綜(zong)合(he)績效(xiao)評(ping)價(jia)的(de)數(shu)據質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)和工作(zuo)基礎,實現對(dui)各(ge)地(di)區高(gao)(gao)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)發(fa)(fa)展(zhan)情(qing)況的(de)定量(liang)(liang)(liang)(liang)評(ping)價(jia)。重點(dian)評(ping)價(jia)各(ge)地(di)區推動(dong)高(gao)(gao)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)發(fa)(fa)展(zhan)工作(zuo)的(de)總體(ti)情(qing)況,有效(xiao)反映高(gao)(gao)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)發(fa)(fa)展(zhan)進程(cheng)中的(de)優勢、成效(xiao)和短(duan)板,以(yi)高(gao)(gao)效(xiao)能(neng)統(tong)計監督服務高(gao)(gao)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)發(fa)(fa)展(zhan)。重點(dian)監督各(ge)地(di)區各(ge)部門(men)(men)(men)是否存在貫(guan)徹新發(fa)(fa)展(zhan)理念、推動(dong)高(gao)(gao)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)發(fa)(fa)展(zhan)不力,只追求(qiu)速度規(gui)模、不注(zhu)重質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)效(xiao)益,只求(qiu)短(duan)期利益、不顧長遠(yuan)發(fa)(fa)展(zhan)等問(wen)題。積極推動(dong)改進政(zheng)績考核辦法,引導領導干部樹(shu)立正確政(zheng)績觀。
(五)建立健全統計監督協同配合機制。推動(dong)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)監(jian)(jian)(jian)督(du)(du)與紀律監(jian)(jian)(jian)督(du)(du)、監(jian)(jian)(jian)察(cha)(cha)(cha)監(jian)(jian)(jian)督(du)(du)、派(pai)駐監(jian)(jian)(jian)督(du)(du)、巡(xun)視監(jian)(jian)(jian)督(du)(du)、審計(ji)(ji)(ji)(ji)(ji)(ji)監(jian)(jian)(jian)督(du)(du)等各類(lei)監(jian)(jian)(jian)督(du)(du)方式統(tong)(tong)(tong)籌(chou)銜(xian)接(jie)、有機(ji)(ji)貫通、相互(hu)協(xie)調,加強(qiang)(qiang)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)機(ji)(ji)構(gou)(gou)與紀檢(jian)監(jian)(jian)(jian)察(cha)(cha)(cha)機(ji)(ji)關和組織人事等部(bu)門的(de)工作(zuo)(zuo)協(xie)調,把統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)監(jian)(jian)(jian)督(du)(du)與黨管干(gan)部(bu)、紀檢(jian)監(jian)(jian)(jian)察(cha)(cha)(cha)、追責問(wen)(wen)責結(jie)合(he)起來。將統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)監(jian)(jian)(jian)督(du)(du)結(jie)果(guo)(guo)及(ji)整改情況作(zuo)(zuo)為考核(he)、評(ping)價(jia)、任免、獎懲領導干(gan)部(bu)的(de)重要參(can)考。建(jian)立(li)健(jian)全(quan)(quan)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)監(jian)(jian)(jian)督(du)(du)與紀檢(jian)監(jian)(jian)(jian)察(cha)(cha)(cha)監(jian)(jian)(jian)督(du)(du)在信息(xi)溝通、線(xian)索(suo)(suo)移送、結(jie)果(guo)(guo)共享等方面的(de)工作(zuo)(zuo)機(ji)(ji)制(zhi)(zhi)(zhi)。強(qiang)(qiang)化統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)機(ji)(ji)構(gou)(gou)與紀檢(jian)監(jian)(jian)(jian)察(cha)(cha)(cha)機(ji)(ji)關、審計(ji)(ji)(ji)(ji)(ji)(ji)部(bu)門在查處(chu)(chu)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)造(zao)假(jia)(jia)、弄虛(xu)作(zuo)(zuo)假(jia)(jia)案件(jian)中的(de)協(xie)同配合(he),實(shi)現精(jing)準對接(jie),推動(dong)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)造(zao)假(jia)(jia)問(wen)(wen)題(ti)依規依紀依法處(chu)(chu)理到(dao)位。建(jian)立(li)健(jian)全(quan)(quan)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)監(jian)(jian)(jian)督(du)(du)與巡(xun)視監(jian)(jian)(jian)督(du)(du)協(xie)作(zuo)(zuo)配合(he)機(ji)(ji)制(zhi)(zhi)(zhi),及(ji)時向巡(xun)視機(ji)(ji)構(gou)(gou)提供對被巡(xun)視地區(單位)開展統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)監(jian)(jian)(jian)測(ce)評(ping)價(jia)、統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)督(du)(du)察(cha)(cha)(cha)、統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)執(zhi)法檢(jian)查的(de)情況和發現的(de)涉嫌統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)造(zao)假(jia)(jia)、弄虛(xu)作(zuo)(zuo)假(jia)(jia)等重要問(wen)(wen)題(ti)線(xian)索(suo)(suo)。建(jian)立(li)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)機(ji)(ji)構(gou)(gou)與政(zheng)(zheng)府經(jing)濟管理部(bu)門的(de)協(xie)調聯動(dong)機(ji)(ji)制(zhi)(zhi)(zhi),推動(dong)信息(xi)共享,實(shi)施(shi)綜合(he)評(ping)價(jia),加強(qiang)(qiang)結(jie)果(guo)(guo)運用,確保統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)監(jian)(jian)(jian)督(du)(du)提出(chu)的(de)措施(shi)建(jian)議落地見(jian)效。整合(he)各類(lei)監(jian)(jian)(jian)督(du)(du)信息(xi)資源(yuan),有效運用大(da)數(shu)據和行(xing)政(zheng)(zheng)記錄,建(jian)立(li)健(jian)全(quan)(quan)重大(da)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)監(jian)(jian)(jian)督(du)(du)事項(xiang)會商研(yan)判(pan)、統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)(ji)違(wei)紀違(wei)法線(xian)索(suo)(suo)移送機(ji)(ji)制(zhi)(zhi)(zhi)。
三、加強組織領導
(一)提高思想認識。把加強黨的領導貫穿統計監督工作(zuo)各(ge)方面(mian)和全過(guo)程。各(ge)地(di)區各(ge)部(bu)門要提高(gao)政治站(zhan)位,自覺接受統計監督。
(二)加強統籌協調。國家統(tong)計(ji)(ji)(ji)(ji)(ji)局要履行主(zhu)體責任,加強統(tong)計(ji)(ji)(ji)(ji)(ji)系統(tong)自上而下的(de)監督檢(jian)查,刀刃向內從嚴(yan)整肅統(tong)計(ji)(ji)(ji)(ji)(ji)行風,按(an)有關(guan)規定(ding)嚴(yan)肅查處統(tong)計(ji)(ji)(ji)(ji)(ji)機構和人員違紀違法(fa)案件。強化對全國統(tong)計(ji)(ji)(ji)(ji)(ji)執法(fa)監督工作(zuo)的(de)組織領導和統(tong)籌協調(diao),針(zhen)對統(tong)計(ji)(ji)(ji)(ji)(ji)造假、弄虛(xu)作(zuo)假多發問題,深入(ru)調(diao)查研(yan)究,提出(chu)解決辦法(fa)。對地方統(tong)計(ji)(ji)(ji)(ji)(ji)機構主(zhu)要負責人保障統(tong)計(ji)(ji)(ji)(ji)(ji)數據真(zhen)實性工作(zuo)情況進(jin)行專(zhuan)項(xiang)檢(jian)查。充分發揮(hui)國家調(diao)查隊系統(tong)在統(tong)計(ji)(ji)(ji)(ji)(ji)執法(fa)中的(de)作(zuo)用,建立健全協調(diao)聯動(dong)機制(zhi)。各有關(guan)部門要加強配(pei)合(he),及時協調(diao)解決問題,凝聚(ju)統(tong)計(ji)(ji)(ji)(ji)(ji)監督工作(zuo)合(he)力(li)。
(三)積極推動落實。各級(ji)黨委和政府(fu)要(yao)重視(shi)和支(zhi)(zhi)持統(tong)計監(jian)督(du)工(gong)作,聽取(qu)統(tong)計監(jian)督(du)工(gong)作情(qing)況(kuang)匯(hui)報,做好必要(yao)保(bao)障,推動工(gong)作落實(shi)。各級(ji)統(tong)計機(ji)構要(yao)加(jia)快(kuai)推進統(tong)計現代化(hua)改革,加(jia)大現代信(xin)息技(ji)術運用(yong)力度,夯實(shi)統(tong)計基(ji)層基(ji)礎,確保(bao)掌握的(de)情(qing)況(kuang)和數據清楚準確。積極開展(zhan)統(tong)計監(jian)督(du)理(li)論研(yan)究和實(shi)踐(jian)探索,為(wei)更(geng)好發揮統(tong)計監(jian)督(du)職能作用(yong)提供(gong)支(zhi)(zhi)撐。
