新華社(she)北京8月22日(ri)電 近日(ri),中(zhong)共(gong)中(zhong)央辦(ban)公(gong)廳、國務(wu)院辦(ban)公(gong)廳印(yin)發了《關于規范村級組織(zhi)工作事(shi)務(wu)、機(ji)制牌子和證(zheng)明事(shi)項的(de)意(yi)見》,并發出通知,要(yao)求各地區各部門結合實際認真貫徹(che)落實。

村(cun)(cun)級組(zu)織(zhi)(zhi)(zhi)(zhi)包括村(cun)(cun)黨(dang)組(zu)織(zhi)(zhi)(zhi)(zhi)、村(cun)(cun)民(min)自治組(zu)織(zhi)(zhi)(zhi)(zhi)、村(cun)(cun)集體經濟組(zu)織(zhi)(zhi)(zhi)(zhi)、村(cun)(cun)務(wu)監督組(zu)織(zhi)(zhi)(zhi)(zhi)和其(qi)他(ta)村(cun)(cun)級經濟社會(hui)組(zu)織(zhi)(zhi)(zhi)(zhi),是黨(dang)和政府(fu)聯系村(cun)(cun)民(min)群眾的(de)橋(qiao)梁紐帶,也是全面實(shi)施鄉村(cun)(cun)振興(xing)戰(zhan)略的(de)重要(yao)力(li)量(liang)。為深入貫徹落實(shi)黨(dang)中央關于減輕基層(ceng)(ceng)負擔(dan)的(de)決(jue)策部署和習近平總書記關于基層(ceng)(ceng)治理重要(yao)指(zhi)示批(pi)示精神,推動健(jian)全基層(ceng)(ceng)減負常態化(hua)機制,規范(fan)村(cun)(cun)級組(zu)織(zhi)(zhi)(zhi)(zhi)承擔(dan)的(de)工(gong)作事(shi)務(wu)、設(she)立的(de)工(gong)作機制、加掛的(de)牌子、出具的(de)證明事(shi)項,現提出如下意見。
一、總體要求
以(yi)習近平新時代中國(guo)特色社會主義思想(xiang)為指導,深入(ru)貫(guan)徹落實黨(dang)(dang)的(de)(de)(de)(de)十(shi)九大和(he)十(shi)九屆歷次全(quan)會精神,以(yi)增強(qiang)村(cun)(cun)黨(dang)(dang)組(zu)(zu)(zu)織(zhi)(zhi)領導的(de)(de)(de)(de)村(cun)(cun)級(ji)(ji)組(zu)(zu)(zu)織(zhi)(zhi)體系整體效能為主線(xian),以(yi)為村(cun)(cun)級(ji)(ji)組(zu)(zu)(zu)織(zhi)(zhi)和(he)村(cun)(cun)干(gan)部(bu)松綁減負為目標(biao),以(yi)推動黨(dang)(dang)政機(ji)構、群團組(zu)(zu)(zu)織(zhi)(zhi)(以(yi)下簡稱黨(dang)(dang)政群機(ji)構)工作思路和(he)作風(feng)務實轉變為保(bao)障,深化拓(tuo)展基層(ceng)減負工作成果,加(jia)強(qiang)源頭治理和(he)制(zhi)度(du)建設,力(li)爭用兩(liang)年左(zuo)右時間,基本實現(xian)村(cun)(cun)級(ji)(ji)組(zu)(zu)(zu)織(zhi)(zhi)承擔的(de)(de)(de)(de)工作事務權責明(ming)晰、設立的(de)(de)(de)(de)工作機(ji)制(zhi)精簡高(gao)效、加(jia)掛的(de)(de)(de)(de)牌子簡約明(ming)了(le)、出(chu)具的(de)(de)(de)(de)證(zheng)明(ming)依規便民,進(jin)一(yi)步(bu)把村(cun)(cun)級(ji)(ji)組(zu)(zu)(zu)織(zhi)(zhi)和(he)村(cun)(cun)干(gan)部(bu)從形式主義的(de)(de)(de)(de)束縛中解脫出(chu)來,不(bu)斷提(ti)高(gao)農(nong)村(cun)(cun)基層(ceng)治理水(shui)平,為全(quan)面(mian)推進(jin)鄉村(cun)(cun)振興(xing)提(ti)供更加(jia)堅實的(de)(de)(de)(de)組(zu)(zu)(zu)織(zhi)(zhi)保(bao)證(zheng)。
二、主要任務
(一)減(jian)輕村級(ji)組織工(gong)作事(shi)務負擔
1.明(ming)確(que)(que)村(cun)(cun)(cun)級(ji)組(zu)(zu)織(zhi)(zhi)(zhi)工(gong)(gong)作(zuo)事務(wu)(wu)。根據(ju)《中(zhong)國(guo)共(gong)產(chan)(chan)黨農村(cun)(cun)(cun)基(ji)層組(zu)(zu)織(zhi)(zhi)(zhi)工(gong)(gong)作(zuo)條例》、《中(zhong)華(hua)人民共(gong)和(he)國(guo)村(cun)(cun)(cun)民委(wei)(wei)(wei)員會組(zu)(zu)織(zhi)(zhi)(zhi)法(fa)》、《中(zhong)華(hua)人民共(gong)和(he)國(guo)鄉村(cun)(cun)(cun)振興促進(jin)法(fa)》等(deng)黨內法(fa)規(gui)、國(guo)家法(fa)律法(fa)規(gui)以及有(you)關章程(cheng)(cheng)的規(gui)定,村(cun)(cun)(cun)級(ji)組(zu)(zu)織(zhi)(zhi)(zhi)工(gong)(gong)作(zuo)事務(wu)(wu)包括(kuo)宣傳貫(guan)徹執行(xing)黨的理論和(he)路(lu)線方(fang)針政(zheng)(zheng)策(ce),黨中(zhong)央(yang)、國(guo)務(wu)(wu)院以及地方(fang)黨委(wei)(wei)(wei)和(he)政(zheng)(zheng)府決策(ce)部署;加強村(cun)(cun)(cun)黨組(zu)(zu)織(zhi)(zhi)(zhi)及其(qi)領導(dao)的村(cun)(cun)(cun)級(ji)組(zu)(zu)織(zhi)(zhi)(zhi)自(zi)身建(jian)設,組(zu)(zu)織(zhi)(zhi)(zhi)群(qun)(qun)眾(zhong)、宣傳群(qun)(qun)眾(zhong)、凝(ning)聚(ju)群(qun)(qun)眾(zhong)、服務(wu)(wu)群(qun)(qun)眾(zhong);實行(xing)村(cun)(cun)(cun)民自(zi)治,發展(zhan)壯大農村(cun)(cun)(cun)集體(ti)經濟(ji),維護村(cun)(cun)(cun)民群(qun)(qun)眾(zhong)合(he)法(fa)權益,開(kai)展(zhan)村(cun)(cun)(cun)級(ji)社會治理,提(ti)供(gong)村(cun)(cun)(cun)級(ji)綜(zong)合(he)服務(wu)(wu)等(deng)。縣級(ji)黨委(wei)(wei)(wei)和(he)政(zheng)(zheng)府依法(fa)依規(gui)明(ming)確(que)(que)黨政(zheng)(zheng)群(qun)(qun)機(ji)構(gou)在全面(mian)推進(jin)鄉村(cun)(cun)(cun)振興方(fang)面(mian)的職責范(fan)圍(wei)和(he)履職方(fang)式,依法(fa)依規(gui)明(ming)確(que)(que)黨政(zheng)(zheng)群(qun)(qun)機(ji)構(gou)要求村(cun)(cun)(cun)級(ji)組(zu)(zu)織(zhi)(zhi)(zhi)協助或者(zhe)委(wei)(wei)(wei)托村(cun)(cun)(cun)級(ji)組(zu)(zu)織(zhi)(zhi)(zhi)開(kai)展(zhan)工(gong)(gong)作(zuo)事務(wu)(wu)的制度依據(ju)、職責范(fan)圍(wei)、運(yun)行(xing)流程(cheng)(cheng)。未經縣級(ji)黨委(wei)(wei)(wei)和(he)政(zheng)(zheng)府統一部署,黨政(zheng)(zheng)群(qun)(qun)機(ji)構(gou)不得將(jiang)自(zi)身權責事項派(pai)交村(cun)(cun)(cun)級(ji)組(zu)(zu)織(zhi)(zhi)(zhi)承擔。不得將(jiang)村(cun)(cun)(cun)級(ji)組(zu)(zu)織(zhi)(zhi)(zhi)作(zuo)為行(xing)政(zheng)(zheng)執法(fa)、拆遷拆違、招商引資、安全生(sheng)產(chan)(chan)等(deng)事務(wu)(wu)的責任(ren)主體(ti)。
2.創新村(cun)(cun)(cun)(cun)級(ji)(ji)(ji)(ji)組(zu)織(zhi)工(gong)作(zuo)(zuo)方(fang)(fang)式(shi)。建(jian)(jian)立(li)健全村(cun)(cun)(cun)(cun)級(ji)(ji)(ji)(ji)組(zu)織(zhi)工(gong)作(zuo)(zuo)事(shi)(shi)(shi)務(wu)(wu)(wu)分流機制,分類辦理(li)政(zheng)府(fu)基本公(gong)(gong)(gong)共(gong)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)事(shi)(shi)(shi)項、村(cun)(cun)(cun)(cun)級(ji)(ji)(ji)(ji)公(gong)(gong)(gong)共(gong)事(shi)(shi)(shi)務(wu)(wu)(wu)和(he)公(gong)(gong)(gong)益服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)事(shi)(shi)(shi)項,以及(ji)村(cun)(cun)(cun)(cun)民(min)群眾個人事(shi)(shi)(shi)項。探(tan)索(suo)以清單等方(fang)(fang)式(shi)規范(fan)公(gong)(gong)(gong)共(gong)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)事(shi)(shi)(shi)項,強化(hua)村(cun)(cun)(cun)(cun)級(ji)(ji)(ji)(ji)組(zu)織(zhi)兜底服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)、綜合服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)能力。對交(jiao)由村(cun)(cun)(cun)(cun)級(ji)(ji)(ji)(ji)組(zu)織(zhi)代辦的(de)公(gong)(gong)(gong)共(gong)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)事(shi)(shi)(shi)項,由鄉鎮黨委和(he)政(zheng)府(fu)提供(gong)必要工(gong)作(zuo)(zuo)條(tiao)件。對村(cun)(cun)(cun)(cun)民(min)群眾確有需要,但村(cun)(cun)(cun)(cun)級(ji)(ji)(ji)(ji)組(zu)織(zhi)難(nan)以承擔的(de)公(gong)(gong)(gong)共(gong)事(shi)(shi)(shi)務(wu)(wu)(wu)和(he)公(gong)(gong)(gong)益服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)事(shi)(shi)(shi)項,由鄉鎮黨委和(he)政(zheng)府(fu)協調解決。將屬于政(zheng)府(fu)職責范(fan)圍且(qie)適合通過市(shi)場化(hua)方(fang)(fang)式(shi)提供(gong)的(de)村(cun)(cun)(cun)(cun)級(ji)(ji)(ji)(ji)公(gong)(gong)(gong)共(gong)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)事(shi)(shi)(shi)項納入政(zheng)府(fu)購買服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)指導(dao)性目錄,在征求村(cun)(cun)(cun)(cun)級(ji)(ji)(ji)(ji)組(zu)織(zhi)意見基礎上,由縣鄉級(ji)(ji)(ji)(ji)政(zheng)府(fu)依法購買服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)。深化(hua)全國(guo)基層政(zheng)權建(jian)(jian)設和(he)社區治理(li)信息系(xi)統分級(ji)(ji)(ji)(ji)應用(yong),探(tan)索(suo)以縣(市(shi)、區、旗)為單位推進村(cun)(cun)(cun)(cun)級(ji)(ji)(ji)(ji)數(shu)(shu)據(ju)資源(yuan)建(jian)(jian)設,逐(zhu)步(bu)實現村(cun)(cun)(cun)(cun)級(ji)(ji)(ji)(ji)組(zu)織(zhi)工(gong)作(zuo)(zuo)數(shu)(shu)據(ju)綜合采集、多方(fang)(fang)利(li)用(yong)。
3.完善村(cun)(cun)級(ji)組織考(kao)核評價(jia)機(ji)制(zhi)(zhi)。建立以解(jie)決實際問題、讓(rang)村(cun)(cun)民群眾(zhong)滿意為(wei)導(dao)向(xiang)的(de)村(cun)(cun)級(ji)組織考(kao)核評價(jia)機(ji)制(zhi)(zhi),堅決杜絕簡單以設機(ji)制(zhi)(zhi)掛牌子(zi)安(an)排村(cun)(cun)級(ji)組織任務(wu)(wu)、以填(tian)報(bao)表(biao)格或(huo)者提供(gong)材(cai)(cai)料調度村(cun)(cun)級(ji)組織工作、以“是(shi)(shi)否留痕”印證村(cun)(cun)級(ji)組織實績等(deng)問題。縣級(ji)黨(dang)(dang)委和政(zheng)府(fu)應整合各(ge)黨(dang)(dang)政(zheng)群機(ji)構(gou)要(yao)求(qiu)村(cun)(cun)級(ji)組織填(tian)報(bao)的(de)各(ge)類表(biao)格,每年(nian)年(nian)初統一交(jiao)由(you)鄉鎮安(an)排村(cun)(cun)級(ji)組織按規定頻次填(tian)報(bao)。未經縣級(ji)黨(dang)(dang)委和政(zheng)府(fu)統一部署,黨(dang)(dang)政(zheng)群機(ji)構(gou)不(bu)得(de)要(yao)求(qiu)村(cun)(cun)級(ji)組織填(tian)報(bao)表(biao)格、提供(gong)材(cai)(cai)料。以縣(市、區、旗)為(wei)單位,清理整合面向(xiang)村(cun)(cun)級(ji)組織的(de)微信工作群、政(zheng)務(wu)(wu)APP,不(bu)得(de)簡單以上傳工作場景截圖或(huo)者錄制(zhi)(zhi)視頻等(deng)作為(wei)評價(jia)村(cun)(cun)級(ji)組織是(shi)(shi)否落實工作的(de)依據。
(二)精簡村級(ji)工作機制(zhi)和牌(pai)子(zi)
4.從嚴控制(zhi)黨(dang)政(zheng)(zheng)(zheng)群(qun)機(ji)(ji)構(gou)(gou)(gou)設立村(cun)(cun)級(ji)(ji)(ji)(ji)工(gong)(gong)作(zuo)(zuo)機(ji)(ji)制(zhi)(含各(ge)(ge)類分支機(ji)(ji)構(gou)(gou)(gou)和中(zhong)心、站、所等)。除(chu)黨(dang)中(zhong)央、國務院明(ming)確(que)要(yao)(yao)求或(huo)者法律(lv)法規明(ming)確(que)規定(ding)外(wai),未經省級(ji)(ji)(ji)(ji)黨(dang)委和政(zheng)(zheng)(zheng)府同(tong)意,黨(dang)政(zheng)(zheng)(zheng)群(qun)機(ji)(ji)構(gou)(gou)(gou)不(bu)(bu)得(de)(de)新設村(cun)(cun)級(ji)(ji)(ji)(ji)工(gong)(gong)作(zuo)(zuo)機(ji)(ji)制(zhi),不(bu)(bu)得(de)(de)要(yao)(yao)求專(zhuan)人(ren)專(zhuan)崗(gang)。按照精簡、統一、效能原則,規范并整合黨(dang)政(zheng)(zheng)(zheng)群(qun)機(ji)(ji)構(gou)(gou)(gou)設立的(de)各(ge)(ge)類村(cun)(cun)級(ji)(ji)(ji)(ji)工(gong)(gong)作(zuo)(zuo)機(ji)(ji)制(zhi),統籌開展村(cun)(cun)級(ji)(ji)(ji)(ji)黨(dang)的(de)建設、治理(li)服務和群(qun)眾(zhong)工(gong)(gong)作(zuo)(zuo)。可由(you)村(cun)(cun)黨(dang)組織、村(cun)(cun)民委員(yuan)會(hui)及其下屬(shu)委員(yuan)會(hui)、村(cun)(cun)集體(ti)經濟(ji)組織、村(cun)(cun)務監督委員(yuan)會(hui)、農村(cun)(cun)基層群(qun)團(tuan)組織承擔相應職責的(de),原則上不(bu)(bu)得(de)(de)在村(cun)(cun)級(ji)(ji)(ji)(ji)設立專(zhuan)門工(gong)(gong)作(zuo)(zuo)機(ji)(ji)制(zhi)或(huo)者要(yao)(yao)求專(zhuan)人(ren)專(zhuan)崗(gang),承擔相應職責的(de)必要(yao)(yao)工(gong)(gong)作(zuo)(zuo)條(tiao)件由(you)縣級(ji)(ji)(ji)(ji)黨(dang)委和政(zheng)(zheng)(zheng)府統籌予(yu)以保障。黨(dang)中(zhong)央、國務院明(ming)確(que)要(yao)(yao)求或(huo)者法律(lv)法規明(ming)確(que)規定(ding)設立村(cun)(cun)級(ji)(ji)(ji)(ji)工(gong)(gong)作(zuo)(zuo)機(ji)(ji)制(zhi)、專(zhuan)人(ren)專(zhuan)崗(gang)的(de),相應的(de)黨(dang)政(zheng)(zheng)(zheng)群(qun)機(ji)(ji)構(gou)(gou)(gou)應協(xie)調提(ti)供(gong)人(ren)員(yuan)、經費等必要(yao)(yao)工(gong)(gong)作(zuo)(zuo)條(tiao)件,不(bu)(bu)得(de)(de)將保障責任轉(zhuan)嫁給村(cun)(cun)級(ji)(ji)(ji)(ji)組織。
5.整合(he)(he)(he)村(cun)(cun)(cun)(cun)(cun)(cun)級(ji)組(zu)織和工(gong)作機(ji)制辦公場所。優(you)化以(yi)村(cun)(cun)(cun)(cun)(cun)(cun)黨群服務(wu)(wu)(wu)(wu)(wu)中(zhong)(zhong)(zhong)心為(wei)基本(ben)陣地(di)的村(cun)(cun)(cun)(cun)(cun)(cun)級(ji)綜(zong)(zong)合(he)(he)(he)服務(wu)(wu)(wu)(wu)(wu)設(she)(she)(she)施(shi)(shi)(shi)布局。村(cun)(cun)(cun)(cun)(cun)(cun)級(ji)組(zu)織和工(gong)作機(ji)制原則上全部在綜(zong)(zong)合(he)(he)(he)服務(wu)(wu)(wu)(wu)(wu)設(she)(she)(she)施(shi)(shi)(shi)中(zhong)(zhong)(zhong)辦公。以(yi)村(cun)(cun)(cun)(cun)(cun)(cun)民(min)群眾為(wei)對象(xiang)、村(cun)(cun)(cun)(cun)(cun)(cun)級(ji)組(zu)織能夠(gou)承接的公共服務(wu)(wu)(wu)(wu)(wu)事項,原則上全部在綜(zong)(zong)合(he)(he)(he)服務(wu)(wu)(wu)(wu)(wu)設(she)(she)(she)施(shi)(shi)(shi)中(zhong)(zhong)(zhong)提供,實(shi)行“一站式(shi)”服務(wu)(wu)(wu)(wu)(wu)、“一門式(shi)”辦理(li)。以(yi)省(自治(zhi)區(qu)、直轄市)為(wei)單(dan)位制定(ding)村(cun)(cun)(cun)(cun)(cun)(cun)級(ji)綜(zong)(zong)合(he)(he)(he)服務(wu)(wu)(wu)(wu)(wu)設(she)(she)(she)施(shi)(shi)(shi)建(jian)設(she)(she)(she)標準,合(he)(he)(he)理(li)劃(hua)分綜(zong)(zong)合(he)(he)(he)服務(wu)(wu)(wu)(wu)(wu)設(she)(she)(she)施(shi)(shi)(shi)功能區(qu)域,統(tong)籌整合(he)(he)(he)其他黨政群活動陣地(di);依托(tuo)綜(zong)(zong)合(he)(he)(he)服務(wu)(wu)(wu)(wu)(wu)設(she)(she)(she)施(shi)(shi)(shi)推進新時代文明實(shi)踐站建(jian)設(she)(she)(she),綜(zong)(zong)合(he)(he)(he)利(li)用(yong)服務(wu)(wu)(wu)(wu)(wu)凝聚群眾、教(jiao)育引導群眾的陣地(di)資源(yuan)。以(yi)縣(xian)(市、區(qu)、旗)為(wei)單(dan)位推進村(cun)(cun)(cun)(cun)(cun)(cun)級(ji)綜(zong)(zong)合(he)(he)(he)服務(wu)(wu)(wu)(wu)(wu)設(she)(she)(she)施(shi)(shi)(shi)建(jian)設(she)(she)(she),建(jian)立綜(zong)(zong)合(he)(he)(he)性(xing)服務(wu)(wu)(wu)(wu)(wu)團隊或者(zhe)設(she)(she)(she)置綜(zong)(zong)合(he)(he)(he)性(xing)服務(wu)(wu)(wu)(wu)(wu)崗位,統(tong)一納入村(cun)(cun)(cun)(cun)(cun)(cun)黨群服務(wu)(wu)(wu)(wu)(wu)中(zhong)(zhong)(zhong)心管理(li),做(zuo)到(dao)一站多能、一崗多責。
6.規范村(cun)(cun)級(ji)(ji)組(zu)織(zhi)(zhi)(zhi)和(he)(he)(he)工作機制掛(gua)牌(pai)(pai)。省級(ji)(ji)黨委和(he)(he)(he)政(zheng)府統(tong)一(yi)(yi)規定村(cun)(cun)級(ji)(ji)組(zu)織(zhi)(zhi)(zhi)和(he)(he)(he)工作機制掛(gua)牌(pai)(pai)數量、名稱和(he)(he)(he)式樣,黨政(zheng)群機構不得(de)要求村(cun)(cun)級(ji)(ji)組(zu)織(zhi)(zhi)(zhi)對(dui)口(kou)掛(gua)牌(pai)(pai)。一(yi)(yi)般應在(zai)(zai)村(cun)(cun)級(ji)(ji)綜合(he)(he)服務(wu)設(she)(she)施外部(bu)顯著位置懸掛(gua)村(cun)(cun)黨組(zu)織(zhi)(zhi)(zhi)、村(cun)(cun)民委員(yuan)會、村(cun)(cun)集(ji)體經濟組(zu)織(zhi)(zhi)(zhi)、村(cun)(cun)務(wu)監(jian)督(du)委員(yuan)會標(biao)(biao)牌(pai)(pai)和(he)(he)(he)村(cun)(cun)黨群服務(wu)中(zhong)心、村(cun)(cun)新時(shi)代文明實(shi)踐站標(biao)(biao)識。村(cun)(cun)級(ji)(ji)組(zu)織(zhi)(zhi)(zhi)根據實(shi)際情況確定村(cun)(cun)級(ji)(ji)綜合(he)(he)服務(wu)設(she)(she)施內部(bu)懸掛(gua)的(de)標(biao)(biao)牌(pai)(pai),一(yi)(yi)般在(zai)(zai)內部(bu)顯著位置懸掛(gua)村(cun)(cun)級(ji)(ji)綜合(he)(he)服務(wu)機構標(biao)(biao)牌(pai)(pai),在(zai)(zai)綜合(he)(he)服務(wu)大廳設(she)(she)置集(ji)合(he)(he)式服務(wu)功能指(zhi)引標(biao)(biao)牌(pai)(pai),在(zai)(zai)各功能區域入(ru)口(kou)懸掛(gua)簡明標(biao)(biao)牌(pai)(pai)。依托村(cun)(cun)務(wu)公(gong)開欄張貼并(bing)定期(qi)更新有(you)關信息,采取集(ji)中(zhong)展陳形式展示村(cun)(cun)級(ji)(ji)組(zu)織(zhi)(zhi)(zhi)獲得(de)的(de)各類表彰(zhang)獎勵(li)和(he)(he)(he)創建成果(guo)。
(三)改進村級(ji)組織出具(ju)證(zheng)明工(gong)作
7.壓減(jian)村(cun)(cun)級(ji)(ji)組織出(chu)(chu)具(ju)證明(ming)事(shi)(shi)(shi)項(xiang)(xiang)(xiang)。持續(xu)開展(zhan)“減(jian)證便民”行(xing)(xing)動(dong),依(yi)法依(yi)規(gui)確(que)定村(cun)(cun)級(ji)(ji)組織出(chu)(chu)具(ju)證明(ming)事(shi)(shi)(shi)項(xiang)(xiang)(xiang)。凡(fan)缺乏法律(lv)法規(gui)或國務院決定等依(yi)據(ju)的證明(ming)事(shi)(shi)(shi)項(xiang)(xiang)(xiang),黨政群機構一(yi)(yi)律(lv)不得要求村(cun)(cun)級(ji)(ji)組織出(chu)(chu)具(ju)。省級(ji)(ji)黨委和政府(fu)在第一(yi)(yi)批《不應由基層群眾(zhong)性自(zi)治組織出(chu)(chu)具(ju)證明(ming)事(shi)(shi)(shi)項(xiang)(xiang)(xiang)清單》基礎上(shang),梳(shu)理(li)本行(xing)(xing)政區域(yu)內要求村(cun)(cun)級(ji)(ji)組織出(chu)(chu)具(ju)的、雖有地方(fang)性法規(gui)或者政策文件依(yi)據(ju)但(dan)已(yi)經(jing)不符合農(nong)村(cun)(cun)經(jing)濟社會發展(zhan)實際、村(cun)(cun)級(ji)(ji)組織沒(mei)有能力核(he)實的證明(ming)事(shi)(shi)(shi)項(xiang)(xiang)(xiang),適時(shi)分批按(an)規(gui)定程序予以取消。完善部門(men)政務信(xin)息(xi)系(xi)統基層治理(li)領域(yu)數據(ju)資源共享(xiang)交(jiao)換機制,鼓勵黨政群機構采取網上(shang)核(he)驗、主動(dong)調查、告(gao)知承諾等方(fang)式,最大限度減(jian)少(shao)村(cun)(cun)級(ji)(ji)組織出(chu)(chu)具(ju)證明(ming)事(shi)(shi)(shi)項(xiang)(xiang)(xiang)。
8.規(gui)范村(cun)(cun)(cun)(cun)級(ji)組(zu)織(zhi)出(chu)(chu)具(ju)(ju)(ju)證(zheng)(zheng)(zheng)(zheng)明(ming)(ming)工(gong)作。屬于(yu)職責范圍內的(de)(de)(de)事(shi)(shi)項(xiang),村(cun)(cun)(cun)(cun)級(ji)組(zu)織(zhi)原則上應(ying)(ying)(ying)依(yi)法及(ji)時據(ju)實(shi)出(chu)(chu)具(ju)(ju)(ju)證(zheng)(zheng)(zheng)(zheng)明(ming)(ming)。以(yi)省(自治區、直(zhi)轄市)為單(dan)位分類制定需由(you)村(cun)(cun)(cun)(cun)級(ji)組(zu)織(zhi)出(chu)(chu)具(ju)(ju)(ju)證(zheng)(zheng)(zheng)(zheng)明(ming)(ming)的(de)(de)(de)具(ju)(ju)(ju)體式(shi)樣、辦(ban)理程序和操(cao)作規(gui)范。做好(hao)規(gui)范村(cun)(cun)(cun)(cun)級(ji)組(zu)織(zhi)出(chu)(chu)具(ju)(ju)(ju)證(zheng)(zheng)(zheng)(zheng)明(ming)(ming)工(gong)作與各地區各部(bu)門證(zheng)(zheng)(zheng)(zheng)明(ming)(ming)事(shi)(shi)項(xiang)清(qing)理工(gong)作的(de)(de)(de)銜接(jie)。省級(ji)層面未統一規(gui)范,但涉及(ji)村(cun)(cun)(cun)(cun)民(min)群眾(zhong)工(gong)作、學習(xi)、生(sheng)活等仍(reng)(reng)需出(chu)(chu)具(ju)(ju)(ju)證(zheng)(zheng)(zheng)(zheng)明(ming)(ming)的(de)(de)(de),村(cun)(cun)(cun)(cun)級(ji)組(zu)織(zhi)可本著便(bian)利村(cun)(cun)(cun)(cun)民(min)群眾(zhong)辦(ban)事(shi)(shi)創業(ye)的(de)(de)(de)原則,對能夠核實(shi)的(de)(de)(de)事(shi)(shi)項(xiang)據(ju)實(shi)出(chu)(chu)具(ju)(ju)(ju)相關(guan)證(zheng)(zheng)(zheng)(zheng)明(ming)(ming)。出(chu)(chu)具(ju)(ju)(ju)證(zheng)(zheng)(zheng)(zheng)明(ming)(ming)涉及(ji)重(zhong)大問(wen)題或者存在法律(lv)風險的(de)(de)(de),村(cun)(cun)(cun)(cun)級(ji)組(zu)織(zhi)要認真調(diao)查核實(shi)情況(kuang),廣泛組(zu)織(zhi)村(cun)(cun)(cun)(cun)民(min)群眾(zhong)議事(shi)(shi)協(xie)商,必要時召開(kai)村(cun)(cun)(cun)(cun)民(min)會議、村(cun)(cun)(cun)(cun)民(min)代(dai)表會議討論決定。列(lie)入《不(bu)應(ying)(ying)(ying)由(you)基層群眾(zhong)性自治組(zu)織(zhi)出(chu)(chu)具(ju)(ju)(ju)證(zheng)(zheng)(zheng)(zheng)明(ming)(ming)事(shi)(shi)項(xiang)清(qing)單(dan)》和省級(ji)不(bu)應(ying)(ying)(ying)出(chu)(chu)具(ju)(ju)(ju)證(zheng)(zheng)(zheng)(zheng)明(ming)(ming)事(shi)(shi)項(xiang)清(qing)單(dan)的(de)(de)(de),村(cun)(cun)(cun)(cun)級(ji)組(zu)織(zhi)要做好(hao)解釋說明(ming)(ming)工(gong)作;雖列(lie)入清(qing)單(dan)、但有(you)關(guan)黨(dang)政(zheng)群機(ji)(ji)構(gou)確因形勢變化(hua)需要仍(reng)(reng)要求出(chu)(chu)具(ju)(ju)(ju)證(zheng)(zheng)(zheng)(zheng)明(ming)(ming)的(de)(de)(de),應(ying)(ying)(ying)及(ji)時向鄉(xiang)鎮黨(dang)委(wei)(wei)和政(zheng)府反映情況(kuang),鄉(xiang)鎮黨(dang)委(wei)(wei)和政(zheng)府應(ying)(ying)(ying)聯系(xi)有(you)關(guan)黨(dang)政(zheng)群機(ji)(ji)構(gou)協(xie)調(diao)處理。
三、組織實施
(一)加(jia)強組(zu)(zu)織領(ling)導(dao)(dao)。堅持黨(dang)(dang)的全(quan)面(mian)(mian)領(ling)導(dao)(dao),把(ba)黨(dang)(dang)的領(ling)導(dao)(dao)貫徹到規范村(cun)級(ji)(ji)(ji)(ji)(ji)組(zu)(zu)織工(gong)作(zuo)事(shi)務、機(ji)制牌(pai)子(zi)和(he)證(zheng)(zheng)明(ming)事(shi)項(xiang)全(quan)過(guo)程各方面(mian)(mian)。各級(ji)(ji)(ji)(ji)(ji)黨(dang)(dang)委(wei)和(he)政府(fu)要(yao)重視規范村(cun)級(ji)(ji)(ji)(ji)(ji)組(zu)(zu)織工(gong)作(zuo)事(shi)務、機(ji)制牌(pai)子(zi)和(he)證(zheng)(zheng)明(ming)事(shi)項(xiang),建(jian)立健全(quan)上下(xia)貫通(tong)、精準施策、一抓到底的工(gong)作(zuo)體(ti)系(xi),分級(ji)(ji)(ji)(ji)(ji)建(jian)立工(gong)作(zuo)臺賬,明(ming)確時間進度和(he)責(ze)任主體(ti)。省市(shi)級(ji)(ji)(ji)(ji)(ji)黨(dang)(dang)委(wei)和(he)政府(fu)要(yao)加(jia)強工(gong)作(zuo)指(zhi)導(dao)(dao),縣(xian)鄉級(ji)(ji)(ji)(ji)(ji)黨(dang)(dang)委(wei)和(he)政府(fu)及相(xiang)關(guan)職(zhi)能部門要(yao)落實(shi)主體(ti)責(ze)任,逐一規范針對村(cun)級(ji)(ji)(ji)(ji)(ji)組(zu)(zu)織的工(gong)作(zuo)事(shi)項(xiang)。強化民政、組(zu)(zu)織、黨(dang)(dang)委(wei)農村(cun)工(gong)作(zuo)部門牽頭協調職(zhi)能,抓好(hao)統(tong)籌指(zhi)導(dao)(dao)、資源整合和(he)督促(cu)檢查,協調解決有關(guan)問題。將規范村(cun)級(ji)(ji)(ji)(ji)(ji)組(zu)(zu)織工(gong)作(zuo)事(shi)務、機(ji)制牌(pai)子(zi)和(he)證(zheng)(zheng)明(ming)事(shi)項(xiang)情況納(na)入市(shi)縣(xian)鄉黨(dang)(dang)委(wei)書記(ji)抓基層(ceng)黨(dang)(dang)建(jian)工(gong)作(zuo)述職(zhi)評議考核和(he)相(xiang)關(guan)黨(dang)(dang)政群機(ji)構考核評價內容。
(二)健全監管機制(zhi)(zhi)(zhi)。各級黨委和(he)政府(fu)要分(fen)級制(zhi)(zhi)(zhi)定村級組(zu)織工作(zuo)事(shi)務(wu)、機制(zhi)(zhi)(zhi)牌子(zi)(zi)和(he)證明(ming)事(shi)項(xiang)指導目(mu)錄,建(jian)立(li)健全準(zhun)入制(zhi)(zhi)(zhi)和(he)動(dong)態(tai)(tai)調整制(zhi)(zhi)(zhi)度,堅決取消沒(mei)有(you)法(fa)律(lv)法(fa)規或(huo)政策(ce)依據、沒(mei)有(you)經(jing)費保障、沒(mei)有(you)實(shi)際(ji)效用、村民群眾不(bu)認可的工作(zuo)事(shi)務(wu)、機制(zhi)(zhi)(zhi)牌子(zi)(zi)和(he)證明(ming)事(shi)項(xiang)。建(jian)立(li)健全村級組(zu)織負擔常態(tai)(tai)化監管機制(zhi)(zhi)(zhi),加大督促檢(jian)查(cha)和(he)跟蹤落實(shi)力度,及(ji)時糾正隨意增加村級組(zu)織負擔的行為(wei),對(dui)典型問題通報曝光(guang)。有(you)條件(jian)的地(di)方要探索(suo)依托(tuo)全國基(ji)層(ceng)政權(quan)建(jian)設(she)和(he)社(she)區治理信息系統等信息化手段,開展線上即時監測。
(三)增強(qiang)村(cun)級組(zu)織(zhi)能動性。村(cun)級組(zu)織(zhi)要(yao)(yao)認(ren)真落實規范工(gong)作(zuo)事務(wu)、機(ji)制牌子(zi)和證明事項(xiang)有(you)關要(yao)(yao)求,配合做好相關工(gong)作(zuo);對保留的(de)(de)工(gong)作(zuo)事務(wu)、機(ji)制牌子(zi)和證明事項(xiang),要(yao)(yao)加(jia)(jia)強(qiang)與相關黨政群機(ji)構的(de)(de)工(gong)作(zuo)銜(xian)接,進(jin)一步明確職責任(ren)務(wu),健全(quan)規范高效的(de)(de)工(gong)作(zuo)運行機(ji)制。要(yao)(yao)把減輕工(gong)作(zuo)負(fu)擔(dan)(dan)成效轉化(hua)為干(gan)事創(chuang)業、擔(dan)(dan)當作(zuo)為的(de)(de)動力,集中精力做好帶領(ling)發展、推(tui)進(jin)治理(li)、為民(min)服務(wu)等工(gong)作(zuo),以更加(jia)(jia)奮發的(de)(de)精神狀態、更加(jia)(jia)務(wu)實的(de)(de)工(gong)作(zuo)作(zuo)風組(zu)織(zhi)村(cun)民(min)群眾全(quan)面推(tui)進(jin)鄉村(cun)振興,扎實推(tui)動共同富裕。
民政部、中(zhong)央組織(zhi)(zhi)部、中(zhong)央農辦要協調推進(jin)規范(fan)村(cun)級組織(zhi)(zhi)工(gong)作(zuo)事務(wu)(wu)、機(ji)制(zhi)牌子(zi)和證(zheng)明事項工(gong)作(zuo),適時組織(zhi)(zhi)監(jian)督檢查和跟蹤(zong)評(ping)估,重要情況(kuang)及時向黨中(zhong)央、國務(wu)(wu)院請示報告。各省(自治區、直轄市(shi))有(you)關(guan)工(gong)作(zuo)進(jin)展情況(kuang),及時送民政部、中(zhong)央組織(zhi)(zhi)部、中(zhong)央農辦。規范(fan)城市(shi)社區組織(zhi)(zhi)工(gong)作(zuo)事務(wu)(wu)、機(ji)制(zhi)牌子(zi)和證(zheng)明事項相關(guan)工(gong)作(zuo),參照(zhao)本意見(jian)精神(shen)執行。
